Given the recency of the others I'll give it a while in case somebody else declares an interest - which at present I don't think anybody else for any of the characters, but still. If they do not, you're in business.

HISTORY
Logan's memory of events preceding 1999 are minimal at best; it fills me with surprise that he would be able to recount that which he already has - the extent of the period of time he spent in the wilderness could easily have driven a weaker man hideously, incurably mad. It is regretable to say we may never actualise an accurate picture of his whereabouts before this time. However, and with this in mind, here is an attempt at a history of the Wolverine: - James MacDonald Hudson
The man now known as Logan was first called James Howlett. Born to an influential family in a homestead in Alberta, he was a sickly, if normal child. He had two fierce companions, a boy - taller - the son of the groundskeeper and a girl who came to visit from the town from time to time. His time here it seems was relatively short, cut so in part by struggles with family. His mother had been sick for as long as he'd known her and the groundskeeper had been causing problems for his father. He believes that he left the family home after a violent altercation. While hardpressed to decipher it's nature, he remembers this to be when he discovered that he was more than human. He was a mutant, with fantastic abilities. He fled and never looked back, working odd-jobs when it suited. It wasn't until 1914 and the conflicts surrounding the First World War that he truly understood the nature of his abilities. Through no fault of his own, it was entirely possible that he was unable to die.
He fought his way through the better part of the twentieth century with little or no care for his own well being. He lived dangerously. He drank. He put himself in positions that would kill any normal man. He saved people, not for any selfless reasons but because he could. He wondered whether he was doomed to repeat himself for ever. He longed for an escape route. In 1984, that was provided.
It was at this, his lowest point that it seemed that his fortune's might have changed. He was approached by a suit with a unique proposition: join a team of mercenaries like yourself. Use your natural gifts in service of your country. He says yes and everything goes black.
The next thing he remembers to any degree of strength occurs more than a decade later. He remembers a pain like no other and simultaneously a feeling that there were eyes direclty scrutinising him. As he floats in that vat, diodes and needles like tendrils against restless skin, he burns with the pain of rage. In this novel autonomous moment - the first in a long time - the animal within, the creature they created takes charge. It lashes out. Unsheaving the claws they gave him, unable to understand them, he shatters his liquid cage and emerges, far more animal than man. In a rabid frenzy he leaps at the person nearest, bloodlust translating into actions. As the blood drips down he turns to the smell of fresh air. He had to get out. With all the heft the Weapon Plus program had, not a man put in his way could stop the Wolverine escaping. And escape he did, running deep into the forest.
He lived as such for a time. In a confused animalistic furvor he began to hunt alongside the wolf, shelter amongst the trees. Already wild, he could now be free. But this was no life. A man living as a dog. Thoughts of the life before tortured him as he grazed.
The period of the wild man ended with James Hudson.
Finding the pitiful creature while out one night, he took him home with him. With the help of his wife Heather in particular he was nursed back to health. Back to sanity. When that came, Logan a new man, the Hudsons offered to put him up for a while, until he found a job. When they learnt of his skills and abilities, as well as what little of his past he could remember, they made the offer. Wolverine became the newest operative of Department H, a top-secret organisation built as a peacekeeping agency in the heart of Canada. He has served off and on with the agency for the best part of ten years at the point in which out game begins. And not a sniff of a psychic professor to be seen.
SUPPORTING CAST
‣ JAMES MACDONALD HUDSON - Wolverine's friend and handler at Department H, Hudson spends much of his time chiding his charge for his lack of cooperation and recklessness. Having taken Logan in during his time of need, he feels responsible for his reassimilation into society and his success at Department H. He is one of the chief minds behind Alpha flight, believing there to be a need for Canada to represent themselves on the world stage following the creation and success of the Justice League. He recommended Logan for leadership of the team. He is married to his colleague Heather Hudson.
‣ HEATHER HUDSON - Heather played a significant role in nursing Logan back to health when her husband James returned home one night with a wild-man. The two share an unspoken attraction for each other, one that could threaten to destroy the two men's friendship were it acted upon. Heather works as a researcher for Department H, occasionally assisting Alpha Flight as Vindicator.
‣ DEPARTMENT H - Headed up by a nameless director, Department H is a clandestine organisation, ran as a branch of the Canadian government. It's charged with superhuman peacekeeping in relation to Canada and their national interests. They are responsible for the formation of Alpha Flight.
‣ The main difference between this take and the mainstream character is his continued employ under Department H and leadership of Alpha Flight. In this timeline, Professor Xavier never approached Wolverine with an offer to join a team of mutants to retrieve his X-Men from Krakoa, the Living Island. Logan never left Department H, never became an X-Man, never came to know and respect the man called Professor X. Wolverine will be trying his best to make good with his friends and teammates.

July 11, 1979: Lex Luthor is born.
April 18 1983: Lex's father, Lionel, loses his position on the Metropolis City council after his business with the local crime families are brought to light by the young reporter Perry White. This causes the man to fall into deep alcoholism.
October 4, 1984: Lex's sister, Lena, is born.
August 18, 1992: Lex's mother is beaten to death by his father during one of his drunken bouts of rage and is sentenced to twenty years of prison. Lex and his sister are left to fend for themselves.
November 1, 1992: Lex refuses to be taken into state care and instead opts to raise his sister himself. This causes quite a stir in the local news but the attention quickly dies down.
August 13, 1995: Lex tests his way out of high school and gains a full scholarship to Harvard. He begins university and quickly rises to the top of his class.
May 22, 1999: After only four years he graduates with 15 doctorates across both science and math fields of study. He is offered a job by the United States government to research advanced weapon and medical technologies.
February 4, 2000: Lex's sister Lena is diagnosed with stage 3 breast cancer. He commits all of his government allocated resources towards finding a cure.
August 2, 2001: Lena dies of cancer. Lex sees this as a personal failure and quits his job. He disappears for two years.
March 8, 2003: Lex returns to the public and announces the creation of LexCorp in Metropolis. He is accompanied by dozens of scientists from SHIELD, ARGUS, STAR LABS and many other organizations.
October 15, 2003: After only a few months LexCorp becomes one of the nation's top weapons manufacturers competing with the likes of Stark Industries.
November 30, 2005: LexCorp accepts a contract with the United States government that allows the company to only provide weapons to the nation.
January 1, 2006: LexCorp expands its business to include medical and computing branches. Later that year they create the world's first smartphone, the LexPhone.
April 27, 2007: Luthor sends his private security force to eliminate Taliban terrorists in Afghanistan that had "stolen" LexCorp weapons. The company is praised by praised throughout the nation.
June 15, 2008: Lex secretly begins funding criminal activities to further his wealth. He begins to personally meet with underworld contacts and even got into the occasional gunfight.
May 28, 2009: Lex's past returns to haunt him as dozens of newspapers bring up his father's prison sentence to attack his character. He replies with the message, "If every man where crucified for the sins of his father, no man would be alive today."
December 25, 2010: LexCorp releases the LexPhone 3L to to consumers everywhere. Also, Lex personally murders Bruno Mannheim and his wife on Christmas Day for muscling in on the Metropolis underworld gun trade.
December 31, 2011: Lex begins to hear rumors of a bat vigilante in Gotham. He begins to give further funding to his interests in the local underworld through Oswald Cobblepot. (If that's okay with Wraith)
April 13, 2012: Lex calls Senator Robert Kelly and suggests creation of the Mutant Registration Act.
May 24, 2012: Lex throws a party for his friend Robert Kelly after the bill is successfully passed.
July 28, 2012: LexCorp begins to secretly fund the mutant terrorist Magneto hoping to get him to plan an assassination on Senator Kelly. An attack he has every intention of stopping.
January 23, 2013: Superman beats Lex to the punch on stopping the attack on President Kelly. For the first time in years he begins to feel overshadowed by another person.
April 11, 2013:Hoping to manipulate Superman into working for his agenda and hoping to capitalize on the media buzz around the assassination attempt, Lex announces the creation of the Justice League of America. He offers Superman a place on the team but is publicly refused. Despite this other such as Ant Man and Batman join the team. (Wraith's sheet say formerly/temporarily under affiliation. Will change if need be.)
April 12, 2013:Enraged Lex begins searching the world for his own superheroes. He begins the "JLA Initiative"
May 16, 2013: A research team led by Lex himself uncovers the body of Captain Steve Rogers frozen in ice. He is thawed out and offered a job in the JLA. Captain America Agrees and is globally announced as leading the team.
July 13, 2013: LexCorp scientists discover Mjölnir. After a time they eventually bring Thor into the JLA.
March 2, 2014: Lex begins using the Justice League to take out any of his criminal "clients" that step out of line. The League takes out any problem that might expose Luthor before they get the chance all under the guise of heroism.
March 23, 2014: Batman begins to distrust Luthor and resigns from the Justice League. (If that is cool with Wraith.)
April 2, 2014: Lex denounces Superman in front of the entire nation calling him, "A powerful alien with dreams of tyrannically policing the world." The rivalry between the two intensify.
June 3, 2015: Magneto attacks LexCorp headquarters in Metropolis. The Justice League saves the day and Lex announces that because of this personal attack he will be taking a more hands on approach with the League. He builds his own suit of armor akin to that of Iron Man and joins the League's active roster.

Supporting Cast:
President Robert Kelly: This is really a one sided relationship. Lex pretends to be the president's friend but he is really only using the man. He sees him as useful and often decides to assist him when it comes to mutant related problems.
Mercy Graves: Lex's secretary and unofficial lover. She was once a scientist working for his company but he decided he wanted her working closer to him due to her... talents.
Magneto: This is a very secret relationship that only the two of them know about. They respect each other as much as they can for two men who want to use and manipulate each other. During both the assassination attempt and the attack on LexCorp HQ both had an agenda they each agreed on that was accomplished by both parties. While they appear to be enemies they actually almost consider each other to be friends. (If a Magneto player wants to change this that's fine.)
Captain America: The public face and leader of the Justice League of America. While Lex respects the man, he still sees him as someone to manipulate. He does consider Steve a friend but he would betray him in a heartbeat if it would further his agenda. (If Blue Demon wins you can change this I suppose)
Tony Stark: Lex sees Tony as someone who thinks he is as intelligent as he is. While Lex respects the man he does not consider him an equal, a fact he has no intention of hiding.
Batman: While Lex doesn't hate Batman, he still finds him to be annoying after he left the Justice League. Batman is an extremely capable person and Lex is scared that he could expose him. Though he would never admit it. (Wraith can change)
Superman: Superman is the one person that Lex is legitimately jealous of. He hates him with a passion. Not only because he refused his offer to join the Justice League, but also because he naturally has power that took Lex a lifetime to build. He doesn't really care that Superman is potentially dangerous, just that he is potentially MORE dangerous than Lex.
I'll probably put any significant events in the post I reserved beneath the OP but I think the timeline thing is a moot point at this stage. Let's see how far things get before worrying how far along we are.
