Bear in mind this game is based on Darwyn Cooke's New Frontier - Superman, Wonder Woman, Martian Manhunter, Batman, et. al are all introduced within six issues and thrown together under pretty tenuous circumstances. But it works. So I tried to expedite things as much as possible in the OP so as we could skip over the tedious intros and get down and dirty from the very beginning. (See: F4 space program being SHIELD-sanctioned and resulting in Fury's resignation)

Steve was born Steven Rogers. His parents were Sarah and Joseph Rogers. His father was an abusive drunkard. He eventually drank himself to death when Steve was a young child. However Steve still remembers his father's rage and how he'd beat his mother.
Sarah tried to be a good mother. What she lacked in self-esteem she made up for in love. She took care of Steve and made sure there was always food on the table. However her own health suffered. When she contracted pneumonia when Steve was in his teens, she wasn't strong enough to fight it and died.
Steve battled constantly with his sickly body. He was shorter than average and stick thin. He also had asthma and anemia and other conditions that made life nearly impossible. Despite his health Steve would go onto college. He ended up with a fine arts major specializing in illustration. His goal was to be a comic book artist.
Or it was until the second World War broke out. Steve watched his fellow classmates get drafted day after day. But never him. He knew why, because of his health. But he didn't want to accept it. He wanted to fight for his country.
Steve began trying to enlist. He did so multiple times. And he was rejected each and every time because of his health. However his multiple attempts did flag the military and U.S. Army General Chester Phillips was assigned the case. General Phillips was in charge of "Project: Rebirth", the super-soldier project. The General took Steve in the Army in order to include him in the Project.
While in preparation for the procedure, Steve ended up meeting the man behind the idea: Dr. Josef Reinstein. Though Steve learned later that Dr. Reinstein was an alias for Abraham Erskine. Erskine was a defector from Germany.
The serum is a success and transforms Steve Rogers into a nearly perfect human being with peak strength, agility, stamina, and intelligence. The success of the program leaves Erskine wondering about replicating the experiment on other human beings. The process itself has been inconsistently detailed: while in the original material Rogers is shown receiving injections of the Super-Serum
But too bad. He dies.
Unable to create new Super-Soldiers and willing to hide the Project Rebirth fiasco, the American government casts Rogers as a patriotic superhero, able to counter the menace of the Red Skull as a counter-intelligence agent. He is supplied with a patriotic uniform of his own design, a bulletproof shield, a personal side arm, and the codename Captain America, while posing as a clumsy infantry private at Camp Lehigh in Virginia. He forms a friendship with the camp's teenage mascot, James Buchanan "Bucky" Barnes.
Barnes learns of Rogers' dual identity and offers to keep the secret if he can become Captain America's sidekick. During their adventures, Franklin D. Roosevelt presents Captain America with a new shield, forged from an alloy of steel and vibranium, fused by an unknown catalyst, so effective that it replaces his own firearm. Throughout World War II, Captain America and Bucky fight the Nazi menace both on their own and as members of the superhero team the Invaders as seen in the 1970s comic of the same name. Captain America fights in numerous battles in WWII, primarily as a member of 1st Battalion, 26th Infantry Regiment "Blue Spaders". Captain America battles a number of criminal menaces on American soil, including a wide variety of costumed villains: the Wax Man, the Hangman, the Fang, the Black Talon, and the White Death, among others.
Joins the War effort. Meets Peggy. Rescues Bucky. He's just freaking awesome. How more awesome can you get?
Anyways, while he's being so incredibly awesome he runs into the Red skull who wanted to take over the world. Also, mutants show up. What's up with that? Really weird.
And so Captain America and the Howling commandos go to punch Baron Zemo in the face. After having punched Hitler everything just seemed so lack luster. Too bad it was harder than finding Hitler. They all get defeated but Steve and Zemo.
Together they take a little dip in the ocean. Neither are found. Both are presumed dead. Until Lex, filthy rich man, finds Cap in the Ice. Thaws him and sticks him in the Justice League. Cap's more than a little confused, but he's going to roll with it. After all, there's no use crying over spilled milk.
Supporting Cast: They're all basically dead now. Whoopies.

Within the context of the stories, Abraham Erskine is a German biochemist and physicist who had spent much of his early life studying the human species. During this time he develops a diet and exercise program along with a serum and "vita-rays" which would transform an ordinary person into a "super soldier". Horrified when he witnesses Adolf Hitler and Baron Zemo test a "death ray" on a human subject, he contacts the United States to defect from Nazi Germany.[26] After the United States Army gets him out of Germany and fakes his death, he takes the alias "Josef Reinstein".
He recreates the Super Soldier Serum for Project: Rebirth for the U.S. Army. He oversees and administers the treatment to Steve Rogers before several U.S. Army officers and government officials. Moments after Rogers' transformation, Erskine is assassinated by Heinz Kruger.

How (if at all) does the New Frontier version of your character differ from the original?: Unlike the MCU and most media involving Captain America and his "Icy Tomb" Cap didn't fight Red Skull. It was Baron Zemo. And that's who I used. I also edited out the part were other men wore the Captain America mantle after Steve "Died". A lot of my Cap uses the 616 back story which if you're not familiar with it seems very different. But the MCU added and tweaked a lot.
