In general, we don't get to learn what characters are thinking unless they say it. But you can imply it through their actions and expressions. If you really want to sneak it in, you can sometimes push emotions as drivers before certain actions, like

*Rolls my eyes, exasperated*

But obviously, rolling one's eyes implies exasperation

How fascinating it is that we have all of these nice things, and yet it's not destroyed by the abundance of lawlessness. It's amazing.
