Honestly, Atem doesn't really murder people, cuz he still follows clock tower and the laws. So he mostly harvests from death row inmates, killers who aren't on death row, and people who are suicidal but want to leave large sums of money to their families by selling their body. Mostly his modus is harvest an organ, get an animal and store the heart then use that animal as a sacrifice at a later date.
Although he doesn't do it out of morals or kindness but, the simple fact that using other kinds of people as materials is such a risk and inconvenience that it isn't even worth it. He does harvest people's skin but heals them afterward while under heavy sedation.
Masters I know we don't have this information for: Shirou, Rin, Sakura, Kirei, Kayneth, Ritsuka, any of the Crypters, Ryuunosuke, almost all of the Apocrypha masters...

I have no idea why you went for the weird quantity/quality letters because those never came up outside of Mahou Tsukai and... honestly even if that wasn't a tiny reference pool the examples are super weird people anyway. They're so little used they literally don't mean anything and are just confusing.

Umm its the standard, measuring stick for magic circuits in the fate universe... Like I'm not bull shitting that appears in Fate Fragments, Strange Fake, Apocrypha, Case Files. It's honestly a pretty common measuring stick. Since most of the masters have it on their profiles msotly to allow readers to understand what their potential is.

Personality: A quiet and cool-headed young man, a little lacking in humanity. Atem can be called a perfectly model magus that while capable of love and cares for his friends and others. He bases everything on his life as a magus, foregoing happiness as a regular person and only thinking of his future as a magus. He has a "perfect and coldhearted" aspect to him that can be called a negative trait to his otherwise seemingly outstanding self-image.
This causes a dissonance when interacting with him, as his personality is genuinely nothing but a confident, respectful, and even kind person to people no matter their status as long as they are part of the Magical Side. But has a complete lack of care about those who aren't and thinks of the normal people of the world as nothing more than backdrops that will only have worth should they become a heroics spirit or a dead apostle. This distinction between Humanity and Magi is what drove him to cause the downfall of his family viewing them as having run away from their origin in pursuit of 'worthless desires'.
But one can say this is the mentality needed to be able to use his brand of magecraft effectively.
Abilities:
Basic Familiar Creation: Creation of up to three familiars. They can only assume the form of small animals like cats, crows, dogs, and the like. The range they can stay connected to a magus is within the limits of a small city. Because the skill only covers basic familiars, they will not possess complex unique skills, like the ability to attack or speak.
Basic Alchemy: Basic alchemy knowledge. It allows for simple potion creation but can give a magus the ability to identify if something is contaminated by magical pollution by simple means.
Basic Reinforcement: Allows one to reinforce their body and objects by pumping them full of prana, it is typically used in conjunction with hand to hand combat but allows for versatility to exceed ones physical limits.
Basic Bounded Fields: Knowledge to create and destroy bounded fields. The speed of creation can possibly take 30 minutes to hours, depending on the size of the bounded field.
Basic Mental Interference: low-level hypnotism is possible against normal people with no magic circuits (or not active circuits). Its main function is for the manipulation of memories in order to keep the existence of magecraft a secret. It is possible to issue simple orders that do not go against the individual's principles and desires.
Basic Combat Although not a master, Atem has learned some basic hand to hand combat in order to use the benefits of his magecraft more effectively, although he focused more in learning knife fighting due to his mystic code.
Aztec Shamanism: A form of Shamanism that is one of the few forms of Magecraft not brought over to the New World but is instead holy native to the Americas. It was incorporated into the Crest during the rapid expansion into the West. Its main tenant is focused on Ritual Sacrifices and the use of body parts in exchange for producing Mysteries. This often requires live sacrifices although his family has developed some alchemy techniques that allow him to keep a heart 'beating and considered fresh' by implanting them in the bodies of animals.
Although its usage is primarily used for healing ailments and injury and the removal/redirection of curses it also allows for the temporary strengthening of one's body to allow supernatural feats by taking from the sacrifice. Which grants him multiple superhuman abilities such as moving at high speeds, lifting heavy objects, surviving a direct hit from cars, or stealing their appearance.
Elemental Magecraft (Fire, Earth): Magecraft used to perform feats of controlling, attacking, and defending using an element type of one's affinity. Atem is proficient in the use of both fire and earth, either for their esoteric properties or their general combat applications.
Healing Magecraft: A type of thaumaturgy involving recovering the flesh of injured people and of detoxification. Usually, for alchemist's, this is used not for the sake of helping people, but rather to lessen the great burden felt by a subject who received an organ that was tempered with magical power and help his body get used to the newly transplanted organ. As someone who uses it for both purposes, Atem is incredibly skilled in healing flesh just as he is skilled in rending it. Typically used for covering his tracks when flaying skin.
Mystic Codes:
Obsidian Sacrificial Knife: A knife made of obsidian that has been used in ritualistic sacrifices since the age of gods, it is sturdy enough for the use of combat although what truly makes it a mystic code is its efficiency in rending human flesh. Even a simple touch of its blade is capable of flaying a person's skin, and even simple stab wounds bleed more furiously due to how it makes cuts inside of the wound.
Appearance Borrowing Charm: A charm made out of 10-20cm of human skin, it is created through a magic ritual using the flayed skin of a person, he makes it into a Charm which allows him to mimic the appearance of the skin's owner (except for clothes). Once a charm is made he no longer needs to collect samples from his target and he can freely change between different appearances by creating several charms and alternate their usage as needed. Atem is quite "professional" when it comes to disguising and would normally study the behavior and characteristics of a person for at least a week before impersonating them.
History: The Harris family an American Bloodline that hadn’t really been around for a long time compared to most families, boasting only a rather insignificant two hundred years. Although some Elders claim that the family had been around for at least four hundred years although no factual evidence was provided, and with the deterioration in their magical circuits and the more prolific members turning to use magecraft as an advantage in the criminal underworld for monetary value. The Harris family is reaching their embers as magi with little to show for but a shamanistic magecraft derived from the Mesoamerican culture that allows them to take on the appearance of a person by using their flayed skin as charms allowing them to impersonate a number of people by switching charms.

But Atem grew disillusioned with his family after he began studying at the clocktower at the age of fifteen, finding that though far richer than some of the other magus families the lack of concern with pursuing their craft had made them stagnant and nothing more than spellcasters, something he detested after growing to love and become passionate in his studies about magecraft. This disillusionment and distaste would fester so until one year after receiving the family's Magic Crest, Atem gave an anonymous tip to the authorities in the states giving them illicit information needed to arrest most of them all the while he was currently studying in London. In the end, Atem's family was arrested then killed by the Department of Policies under the guise of being silenced by a Syndicate. Although most of the finances were taken by the authorities Atem was able to keep all of the little mysteries and artifacts his family acquired over the years. During that time he changed his name and moved to California to rebuild his magus family the 'correct' way.
Currently, Atem's participation in the grail war is not to pursue the omnipotent wishing power of the grail but to learn about the function of the ritual to summon servants believing that he can acquire much more from servants rather than a wish.
Other: Wanted to summon an Aztec servant, and even procured a Catalyst, will be very disappointed in Japanese only rules.
He also has to violate literally every principle he holds to get that sort of buff and he can't engineer the situations too easily to access it. Hell, one of the conditions is basically fighting people that aren't worth it. It's powerful, sure, but it's not like he can just flip a switch and get it all.
I mean the reason I gave him a 1-day root so he can't activate it all without being a sitting duck. But honestly rping him in such situations is already a treat.

See, that's weird, because we also know A+ strength is the literal limit of what a human body, even a Servant's, can do due to Natural Demon. So for sanity's sake it's pretty simple: if he keeps proccing buffs like a madman he's stronger than basically anyone that can show up in this war and we don't need to care what the exact stat is. :p

I think its more to do with how fast he can draw his sword than his physical agility is considering he did use an Iaido style. By the way, since A+++ is the limit does Hijikata technically get EX Strenght after all his laws are proced and he is in a combat situation?
