Yeah, the Sharingan is one of the reasons Kakashi was so powerful. He would be strong without it, like his father, but he wouldn't know the sheer amount of jutsu that he does now.

There are varying levels of ranking within classes. Orochimaru may have been a low S, and Itachi could have been a high S. Madara would likely be something higher, but the 5 Nations have never seen anyone so powerful, so a rank hasn't been made for his level yet. Like I said, I think you would see a somewhat even fight between Kages and S-Rank. Kakashi is strong enough to fight Obito, and we know Kakashi is more than qualified to become Hokage.
