Monsters can detect mana. Esters sorta can as well, which is why they both gravitate towards areas of high mana concentration. People have to die to release their mana yea; think of them like inflatable mana balloons. They get bigger but you don’t get what’s inside until you pop them.
Looks like a Korean webtoon reincarnation character, that’s for sure.
Don’t be pressured to pick based off what others have, Majora. Could totally be fun if everyone’s a Freelancer.
Is there a set rule on how you can obtain your grimoire?

Nope. It's up to you how you get it. Could be from picking it up in a junk pile, inheriting it from your dying friend, having it given to you on your 16th birthday, etc. Think of it as a magical item that binds to potential Espers. The important thing to note is that Espers are naturally drawn to locations where grimoires are: places with highly concentrated mana hijinks.

Does the world in general know about the existence of espers? My character is going Freelancer and I'm wondering how she would learn about the app.

The world in general does not, but those in power are aware. It's more likely that she learn of the app through contact with another Freelancer while she's milling about and trying to figure out how to Esper.

Would having them grow up in Pax Septimus be way out of the question, in this case?

No, that's fine.

Does Bend basically replace a cast note? Or do you still have to target a desired element first via touch, projectile, spawn etc.?

Naw, Bend does not replace the cast note. Imagine it like this...

In Avatar, water benders have that thing where they draw water from a puddle, before then launching it towards an enemy. This would be Projectile + Bend, as the 'vehicle' for the effect of the spell (in this case Damage), is still its projectile form, while the Bend modifier only informs upon how that projectile came to being.

Sorta the reason why most Cast Manipulation notes cost 0.
The more concise method would be to just say that she's naturally talented at stealth and moves silently without effort. No need for an example, really. Also, for the notes that you get for free due to your element, enclose them in brackets so it's clear which ones you've personally selected.
Do it like this, Hammerman. Since everyone gets all the cast notes for free, you don't need to really note them.
GRADE: Silver
ELEMENT: Aqua
NOTES: [Freeze (2), Cold Insulation (2)] Damage X (6), Restrain (4), Dispel (6), Rain (6), Trap (0), Enhance (2), Trigger (0), Blink (4), Powerful (0)
SPECIAL: ???

Also as a note, you could stand to make your Leitmotif sound a little stronger.
Would be awkward af if your mentioning spree just wound up doing nothing, ye.
You have a limited number of notes, but those notes can be arranged however you like to create any melody within your note limitations. I’m fairly certain that you can’t utilize the same note multiple times in one melody though.

Ohta received Kaito’s card as well, his expression stretched into a practiced combination of politeness and admiration. He made a suitably impressed murmur as he stared at the card that he couldn’t read, before sliding it into his suit’s pocket ten seconds later. Took him a moment though, to realize that what Kaito said afterwards actually related to his profession. “Ah yes,” he replied. “Many similarities, but therapy is good work as well. Better that you’ve found a profession that improves society.”

The salaryman himself wasn’t even sure of what his company did, other than make money through cutting pay. His left eye twitched, before he righted himself and continued to shuffle in the same direction that the girl was walking towards. As they neared the forest, he turned the flashlight of his phone back on, scything a swathe of fluorescent light through the darkness, hoping to catch sign of any trail markers.

“Do you, mm, see anything yet?” Outside the nearing rumble of thunder, Ohta certainly couldn't hear anything.
I will remember this.

But yeah, congrats y'all.
