@Rune_AlchemistI was thinking of stating some limitations now, and adhering to what I picture (which follows these and more) in the IC.
-He can't as of now, being a C-rank, move something around the size of a large puddle more than about 20 mph. He relies more on physics than his actual control to propel larger quantities of water.
-The changing of forms (ice, water, gas) can not be done (again, as of now) from beyond his finer control range (~500 ft.)
-Said form changing takes maybe two full seconds from ice to water and vice versa. It takes about three seconds to change from water to gas. This would be for the puddle example above. Given the laws of energy and how I am applying them for this (fictional) situation, it would take quite less time for smaller quantities of water.
-Six rarely uses water vapor. It is harder for him to control.
-As of now, Six can theoretically move any amount of water....by varying amounts. Technically, he can move an entire ocean. By a femtometer. Practically, not even close. Anything bigger than the puddle would get exponentially harder for him to control.
