We still have some basis for that clash. There's a semi-canon incarnation of Musashi with information that's questionable at best. Same reason you can't app someone like Caesar, because there's a canon incarnation.

Besides that, I don't think you'd like the edits that would need to be made, given, the fact that one skill's basically a weaker Knight of Honor which has no business being a skill, another is very vague and feels like a metagame justification more related to a fanfiction plot than an RP, the combat stats are so much better than Not!Kojiro's that it's not even funny, and the weapon is referred to as an "NP".

Since he's not a proper feature in Koha-Ace, I'll allow it, but you'll still need some heavy changes.

You're going to have to be more specific on those changes. Also I'm keeping Book of Water. I wouldn't be doing Musashi justice if I didn't have this skill.
Also also, it says right in the ban-list that the ban on Eastern heroes has been lifted.

It's also not "obvious" to me why the Koha-Ace servants are banned, let alone someone with no existing stats or skills in the first place. Doubly so if I didn't base this app on the non-canon background character we know nothing about.
That isn't Koha-Ace Musashi, though?
It looks like regular Musashi.

This is indeed regular Musashi.
Koha-Ace doesn't explicitly state which Musashi it is. In fact, basically no info is given at all besides a personal name.
And Musashi is kind of canon.

I'm gonna need a source on that.
And even if he's canon, what does it matter? We've already got Tamamo and Vlad the Impaler.
I think Musashi already has a semi-canon incarnation, sorry.

Are you sure? Because I don't think he's been in any Fate yet. Would you mind directing me to information about this incarnation?
Name: Miyamoto Musashi

Class: Saber

Gender: Male

Appearance:

Wears a plain, dark colored kimono.

Alignment: Neutral

Personality: A man equal parts stern and zen, Musashi's number one goal in life is the status of Japan's greatest swordsman. As he has long since achieved that goal, however, he is no longer a hotblooded young man. Cool and calculating, he has a wit sharper than his sword and is not unwilling to manipulate the enemy. In combat, he's ferocious and clever, and his swords resemble the fangs of a tiger and the claws of a dragon.
His hobbies are painting and woodworking. He has an aversion to baths.

History: Musashi was a famous ronin from 17th century Japan, notorious for being an expert duelist, winning numerous fights throughout his life through a combination of wit and skill. Most famously, he fought and killed Sasaki Kojiro when he was about twenty-nine or thirty. Besides this, Musashi was known for his skills as an artist, philosopher, and writer. He was said to have a rough appearance and mannerisms, despite his skill.
For more information, go to your local library. Or here.

Weapon: Musashi personal NP weapon consists of a daisho, a matching set of samurai swords consisting of the longer katana and the shorter wakizashi. These utilize the iconic twin ring tsuba he's associated with.

Parameters:

Strength: A

Endurance: B

Agility: A

Mana: E

Luck: C

Class Skills:
Riding: E
Concerns the usage of mounts and vehicles. As Musashi was no cavalryman in life, this is more of a courtesy skill. He has a functional grasp of most vehicles and animals, enough to drive normally.

Magic Resistance: C-
Allows Musashi a basic defense against simpler spells. Due to his being summoned under a false grail, it's weaker than it would be were he a normal Saber.

Personal Skills:
Eye of the Mind (True): A
Despite his countless duels and battles, Musashi mastered many forms of art aside from swordfighting. His powers of observation and analysis have been honed through a lifetime of experience devoted to understanding the Way.

Like Water: B
Musashi was known for winning even wit a wooden sword. Any sword or sword-like weapon used by Musashi is laced with prana, becoming a NP type weapon capable of damaging other Servants.
To clarify, in addition to becoming a viable weapon against Servants, the weapon itself becomes a "ranked up version of itself". If a pool cue and a baseball bat were both affected by this ability, the pool cue would break in fewer hits than the bat. However, both could exchange blows with a Servant. Additionally, weapons utilized by this skill do not become truly unbreakable nor do they possess special properties such as blade beams. They have limited durability and can still only be used as melee weapon.

Book of Five Rings A
Musashi relied equally on skill and strategy. He became the world's greatest duelist not only because of his phenomenal skill but because he approached each duel as if it were a battle, coming prepared with a plan and strategy. The more Musashi learns about an enemy's abilities or Noble Phantasm, the more likely he is to develop a counter-strategy.

Noble Phantasm(s): N/A
For the servant, I got one or two in mind that wouldn't use NPs. Since it's running off a false grail, he'd have to have a low mana cost to be viable. So I'm thinking of a few that can get by on normal combat skills, without relying on some crazy special attack.

I'm also thinking that since this may qualify as a fake class, he'd forego class skills, if that's what you mean by nerf. But I think I could get by without them.

It's not, that's why when what the Fuyuki Grail actually did became public in Apo universe, everyone went "holy shit we thought they were joking". Also, the fact that the Fuyuki Grail's purpose is to reach the Root isn't public knowledge; even in the Apo universe where Grail Wars became a biweekly occurrence, that fact was only known to a handful of people in the World.

I'll allow this cult to have managed to find a way to, via Greater Ritual, do something similar to the Grail's summoning on a much smaller scale and summon/bind a Servant independent of the Grail, then choose to send the resulting Servant/Master to Fuyuki so that they can reap the fruits of the real ritual. However, as a matter of course, the Container for this makeshift Servant will be noticeably worse than the container made by the actual Grail, as given by Apo.

Does this work for you, Sodium?
<Snipped quote by Sodium>

"The 726th Holy Grail" refers to the fact that 725 times in the past, "something" that we call a Holy Grail's materialized. They're not the same device or something, this thing was 100% engineered by the Three Great Families (with tweaks by the Zetsumei).

The Grail has seven Master slots. When they're filled, they're filled. If you get enough prana and have the right system, it's theoretically possible to summon a Heroic Spirit without the Grail, but they won't be accounted for by the Grail System since they weren't summoned by the Grail.

<Snipped quote by IncredibleBee>

You can't just brute-force the Grail into opening another slot, especially if you're just a group of randoms who aren't even related to the Three Families. Not even Zouken could do that.

If you give a good enough justification for why this random cult's managed to develop a ritual that makes something similar to a Servant, then sure, knock yourself out. That said, it won't be related to the Grail and when it dies its juice won't go to the Grail; it'll just be there.

I think the ritual for summoning a standard servant is already something that was understood by humans, so with enough time and experimentation you can replicate the process, even if summoning the eighth servant does require an atrocity (not that Nasuverse is averse to those).
Even if the servant's own dead body doesn't power the grail, this does mean that the cult in question now has a way to reach the Root without sacrificing their own servant, which means you keep your super strong magical friend a bit longer AND you don't need to sacrifice him to get the super secret bonus, which would keep said Servant from turning should it ever find out.
