I think multinational character mashups always go interestingly. Little things here and there between cultures create interesting quirks for interaction.

While I can see her being a L class, the S class build you have is a lot stronger for YOU as in you feel better with it. also I like the fact that she dosn't like unbinding herself. if she was L class you'd have to pretty much drop all the Human form abilities and add a pile of Monster form powers. but yeah, she seems to fit in rather well in S class. short version; Accepted, stick with S class, it looks better on her.

Human form powers; Aside from the typical baseline strength/endurance, Leilah has a somewhat heightened sense of hearing/smell

Monster Form Powers;
Fox fire Magic: This is technically more than one ability in and of itself, and will likely make up most of the list of things she can do. Kyuubi are capable of illusion magic that can transform a scene before someones very eyes through their foxfire magics, a scene often almost impossible to discern from reality. Some of her tails are also capable of calling lightening or burning fire, though aim can be... difficult. The use of foxfire around her paws also allows for flight.
Kitsunetsuki- If truly in danger (or if it's a particularly evil member of the species, aka not Leilah), she may attempt to possess her opponent and bend them to her will. This is difficult and not rarely dangerous.
Dream walking- likely to never be seen, Kitsune like the Kyuubi can often make willful manifestations of themselves within the dreams of others.

Sealing/Unsealing Requirements; (if L class is denied) Leilah's monstrous form is sealed by a small, opalescent, pearl like stone worn in a ring on her right hand (Hoshi-no-Tama). Removal of this ring is only possible by her when she is truly in danger, typically life and death situations. She tends to shy away from people in case of someone else being able to remove the ring accidentally. She has never let anyone attempt to try and take it, and doesn't want to find out if they can.

Personal Info;
Personality; Leilah is a somewhat reserved, and quiet person. Many think she is aloof or cold, but mostly she is unsure of the world around her. She looks down on no one, knowing half of her own heritage is below that of even T class monster. If you can get her to open up a little, she is a somewhat sweet and caring, but logical and straight forward girl. She has a clear social anxiety and prefers to be alone, though deep down she wishes someone could show her the way out of her dark hole- that is, if she found anyone that could be trusted...

History & Heritage; Leilah was born to a human Egyptian male and a Kyuubi mother, the latter's monstrous blood completely erradicating the former's in the body of their child. When she was four, her father passed and her mother returned home. Since then, Leilah was raised with little outside contact. The Kyuubi of Japan long had many stigma against them, and it was often difficult for young Leilah to retain a fully human form. The difficult life of her mother lead her to raise the young girl with a deep mistrust of those around her, human and monster alike.

Goal; Leilah wants to know if, out there anywhere, is someone that could be trusted. She also wishes to learn how to control herself more to properly integrate into society so she does not have to fear going outside anymore.

Likes; books, the quiet, fennecs (she has one as a pet left at home with her mother), starry nights, and most animals

The Island is a scifi rp I've been thinking about doing for a while. It's set around 100 years in the future and involves various types of future techs (quantum teleporters are fun), science experiments gone wrong (or horribly, horribly right), and an Island that, for all intents and purposes to the rest of the world, doesn't exist.

The Island was once a top secret testing facility for the UN, where genetic tests took place on humans- both willing and unwilling. The genetic mutations began to get out of hand. When subjects would procreate, new mutations or similar ones would show up in the children. Concerned with what they had done and it's unchecked continuation, the scientists and guards abandoned their posts and locked down the Island, abandoning their human lab rats to their fate. The year is 2163 and for the last eighty years, the Island has remained hidden from the world. The few who knew of it's existence have long since left and it has been forgotten, existing on no map. The former test subjects and their offspring have flourished within the surprising safety of their hideaway and built a grand and advanced society. Some even call the island New Atlantis. Now, however, many are beginning to grow restless and wish to reveal themselves to the world. An elite team of the best and brightest between the ages of 17 and 35 are now being gathered for an excursion to the outside world. Time is growing short for them to reveal themselves before they are found and present themselves as friends instead of something to be feared. The tests to select the team are beginning and the clock is counting down. Will they be found first and what will they find in the world beyond the heart of The Island?

The Island and the rest of the world are going to have rather distinct differences in technological advancement. First of all, the Island is freer to work on technologies and has the advantage of overall better mental capacity. The disadvantage is that the Island has had little reason to build a true weapons arsenal, though they did have a clear focus and purpose to build defensive and stealth technologies to hide themselves, but, as a general rule, The Island's tech is more advanced than the outside world's. They have incredible medical tech and have also developed teleporters capable of moving living forms, among other things.

The outside world is basically divided in to three factions and their technologies have focused on building advanced nuclear weapons and defense systems and working on super-soldiers and the like. They have developed a few things like quantum teleport systems for weapon transfer and energy based weapons and amassed large stocks of them while working on improving them. This is one of their advantages over the Island. Their medical tech has advanced to incorporate what are, in essence, bacta tanks and nanotoch, and things like the flu and certain types of cancer have been nearly eradicated.

At least, this is what I've had in mind. Feel free to shoot better ideas my way.
I like that take on Anthro, personally. It leaves plenty of room for interesting backstory and what not.
Just an afterthought, due to my character concept. In Protocol 726 (since this appears to be a large consensus), is it a multinational joint effort behind the spec ops team? I have two workable back stories for the anthro I've been dying to pull together. One of them would function as though she were a Mossad spec ops, the other would land her family in Germany and have her joining the German military. Forgive me if I'm getting ahead of myself, though. ^_^; I can be excitable sometimes.
