The family would go on numerous holiday trips to the luxurious ski resorts where Anna would learn snowboarding to her heart's content. Being very involved in their sports of choice, the two siblings entered in their respective competitions and while Anton did not fare as well as his sister, the one thing they shared in common was that they always had fun no matter what place they finished at. Anna fared very well in such competitions and was regarded as one of the top ten best young snowboarders in the country at the age of fourteen. In a bid to focus on the American market, Vladimir moved his family over to New York City to focus on his New York company headquarters, and Anna and Anton were forced to very reluctantly leave their best friends and all the other people they knew and loved behind to start a completely new life in the United States of America.
Thinking that a sense of change would be good for the children, Vladimir and Alina decided to not enrol them in a prestigious private school and instead opted for a rather ordinary high school called Midview High. Anna did her best to adjust to the new culture and as time went on, she slowly began to get used to the American way of life.The virus brought upon a terrible tragedy to the family. Despite trying their best to ground and restrict their children from going out, Anna and Anton still eventually fell prey to the contagious virus that was catching everyone by storm. They were the only ones in the family to catch the virus. While Anna may have successfully fought off the virus after a nail-biting ordeal, her younger brother was not so lucky. He would eventually fall as one of the many casualties the virus would claim, and Anna was left as the family's only child with the death of her brother.
Anna was never quite the same again after that. She would occasionally be spacing out at certain times of the day as she struggled to cope with the grief of losing the dear brother she had been so close to. Time healed most wounds, and while she is no longer in grieving and or as depressed as she once was, the girl still carries the emotional scars with her to this very day. She tries to live her life the best she can in the loving memory of Anton. She knew he would be delighted to see her thriving through adversity. It was in the midst of her grieving period that Anna discovered her powers. She noticed how in times of heightened emotional states, the world would go into slow motion as she is able to do things she would normally not be able to do like running at superhuman speeds or running up the walls of buildings in a non-corporeal form.
She also noticed that she was able to absorb energy from the many neon signs in the city and turn this energy into something she can convert and use for her super speeds and probably more once she figures out how. Only time would tell.

Thirteen honestly didn't know how or what to feel. The woman with the number nine tattoo had gone on a shooting spree and fire five times before anyone else had a proper chance to react. Heads exploded as one of the girls got decorated and redecorated with blood and gore simply just being too close to the poor fools that had their heads blown to smithereens. Another one of those shots hit a guy in the arm, and the last shot missed. At the rate she was going, Thirteen didn't think that the woman was even going to miss. It didn't look like she would.
One of the soldierly-looking guy stopped his fellow comrade from escalating the conflict further by grabbing his gun down, acknowledging the fact that they were now outnumbered and out skilled. A smart move. Hell, Thirteen still didn't know what the hell was even going on.
Thirteen didn't really have much to think about anything else as a sharp crack filled the air as the girl could see what looked like fog..or what that smoke crawl its way into the narrow congested room that was now filled with both the living and the dead. As more of that fog filled the room, visibility in the room dropped rapidly and soon enough she was even having problems seeing right in front of her. All she could see was the rough outlines of the people in front of her, and the thought of getting lost in here frightened her greatly. She did not want to get lost here alone.

She is comfortable in following her encoded programming. She does not have any desire to be anything other than a police officer at the current moment, but with a continuous evolving mind, who knows what will happen in the future? Things do happen.

She is capable of learning and evolving her core programming based on reactions(learning new things, reacting to changes in people's behaviour feedback and environment), but there will still be certain personality traits that will remain dominant and resistant to change, just like in most humans.

Appearance wise, Pepper is indistinguishable from a normal human. Her resilient steel alloy frame is covered in the highest grade and quality of synthetic skin, tissue and hair. Her creators has gone to great lengths to customize her to their liking, modelling her to the likeness of his deceased family member who they'd been unable to get over. Her visage is adorned with a pair of sky blue eyes and rosy plump lips. Her locks a rich shade of giner and her skin tone is fair and unblemished, the artificial skin doing a fantastic job of appearing eerily lifelike. Her build is slim and athletic with a modest amount of curves guided by popular social trends among youngsters of the generation observed at the time. During working hours, she is dressed compliantly with EPA's dress code and while off duty, she prefers to dress simply in dresses or turtleneck sweaters paired with skirts or pants.

There were several key personality traits ingrained in her core programming when her creators first created her, most if not all of them were lifted of her actual human counterpart. From her bravery, her tenacious fighting spirit, to her unreserved bluntness, these were all qualities that the creators' inspiration and model possessed. She was also made to be always eager to serve, perhaps a little too much to the point of being overzealous for they had thought that such a quality that would only make her more acceptable to others.
Emotions are still something she struggles with, as feelings are something she has never really managed to get a grip on. She may feel the same emotions as a human, but she suffers from the knowledge that she will never be human or know what it is like to have a childhood. Believing in the goodness of the world, a set of good morals were also a key part of her programming, a key factor that would prove to be highly useful in her career in the EPA. Part of her morals code includes her inability to lie, so she always tells the truth.

JPNR - 0496's whole story originated from the idea of one man and his son. Now, if it had been just an ordinary man dreaming or reminiscing of better memories of days long past, then just would have turned out to be very different. But Richard Blackwell was not an ordinary man. He was a highly successful and wealthy entrepreneur who had stakes and close relations with both Blacklight and the EPA. The vast connections he had built up over the years has allowed him to earn numerous profits that had more than inflated his already loaded coffers. He may have plenty of wealth, more than he even knew what to do with, but Richard was not a happy man.
His only daughter was gravely ill, and for all the medical advancements in the present world, there seemed to be no cure or hope for the poor young girl. Death soon eventually claimed her and Richard and his young son Maxwell had no choice but to let her go for she no longer belonged in the land of the living. The wealthy entrepreneur may have let go of her body, but he certainly had no intention of letting go of her memory. He began working secretly on a project, roping in his son as well as they began to develop ideas for their secret project. When the project began to advance beyond just simple concepts and ideas, the pair began teaming up with the best in the industry, spending untold expenses in the pursuit of their goal. Their goal in mind?
Create an android version of the very same family member they had lost but never forgotten. She was to be a grown up version of what Pepper would have been had the girl had the opportunity to grow up. Those who used to know the girl was shocked at the uncanny resemblance, swearing that it was as though she had not died all those years after all. Alas, if only that were true. JPNR-0496 personality was identical to the model, from her tenacious fighting spirit to her unreserved bluntness. She was pretty much a clone in many ways, but one single stuck out. JPNR-0496 didn’t know what it was like to have a childhood.
The android never had the chance to experience childhood, let alone the one that the young Pepper used to have. These key memories were lacking from her, and while the android could see them, she could never really feel them. One of Pepper’s wishes was wanting to be a police officer when she grew up, and now JPNR-0496 would be continuing that dream for her. Joining the ranks of the EPA officers as soon as she was able to, she continues to serve with determination, conviction and absolute loyalty.
