In "Best Day Ever", Emerald Sustrai reveals that the White Fang is disappointed in Tukson's abandoning of the organization, suggesting that leaving the organization is punishable by death.
It would be a temporary fusion through the magic of RWBY's stupidly advanced weapons technology.
I mean, it could just be that the swords are made out of a bunch of small sections to allow for the bending required, the ones at the end have mutual clasps built in.
Or a very firm magnetic seal.

For some god forsaken reason it's harder to find then it out to be, but if you're blades aren't too broad perhaps something similar like this? Though it'd probs be tough trying to hide two scimitars in a straight staff, what with scimmies being CURVED. SWORDS. Personally I'd suggest something like this, were the weapon is detachable at the hilt so it can either be two swords or a single double-ended twinblade of sorts.
Well, running more off of RWBY weapon logic than real weapon logic.
Staff mode is activated by slamming the flat of the blades together and pulling the handles in opposite directions. As this happens a dust charge is activated and the blades kind of spiral as they extend.
The end result is a metal coil around a nasty elemental center, probably fire or lightning. Said element is channeled into whatever gets hit while your character wears special gloves to avoid being damaged himself.
@Prince of Seraphs Grane is in the same boat as the rest of team STRG/RGTS in that they can't really do anything yet until the time skip happens. At the very least, I've kept in touch with them and they're just waiting for the opportunity, otherwise I would have had Gren bring Grane and Robert on this adventure too.

@NarayanK - It's not to say that your characters are uninteresting. It's just that there are obvious inspirations no matter where you look. Like take for example Shiro. His weapons are ripped from Monster Hunter. His design is ripped from ************, his name comes from a favorite character of mine from No Game No Life, and his personality is a lot like Naruto's in a sense. When he's broken down like this, you can say that there's hardly any originality left.
But it's in how you as the writer/artist piece these parts together and execute them that make the character and I'd like to think Shiro is pretty interesting. It's just the nature of the beast. Over time, artists' works are going to have some similarities because we as humans go "Hey, that's pretty cool!" or "Hey, that's a good idea!" and borrow bits and pieces. So yeah, there are going to be come similar comparisons made but there are key minor differences that make it yours.
I mean, anyone can simply go "Durr hurr Call of Duty and Battlefield are the same game duuuur" but it's in the minor key differences and execution of said games that make them vastly different from one another. And make them their own unique brand, just like how Sangue and Apophis are uniquely yours.
TL;DR - SANGUE AND APOPHIS ARE COOL. DON'T FEEL BAD IF THEY LOOK LIKE OTHER CHARACTERS FROM OTHER SHIT.
