It's not as if the organization she joined was going to be as big as our real world Peace Corps. Admittedly her organization is likely a very small one, and despite the relief she provides if real life is any indication, a large group of angry people will be more than angry at peaceful groups who only want to stop people from dying. The doctor is something of an anomaly since she hates war and just wants to stop the fighting, and thus joined other like-minded individuals to heal the wounded and try to, inadvertently, shorten the amount of people involved in violent protest. She does this by saving their life and then telling others that they cannot fight due to their wounds, which need further medical treatment to preform.
Now, while it may see odd for such a peaceful group to rise up during such dark times, don't think that the world is so cynical that it can't happen. As I mentioned in in my last wall o text, the doctor was not an independent medical practitioner with a completely unbiased opinion about war, but came from a church. And while we like to believe or joke about the corrupting influence major religions can have on people, don't forget that a lot of humanitarian organizations and such typically had their beginnings as church groups wanting to provide benign assistance to whoever is suffering. And while I don't know how big religion is in the RWBYverse, I think it'd be safe to say that there is some sort of religion, and at least one of those religions may say something along the lines of "Killing is bad, you should help people instead". And sure, while a lot of people will kill for the very same religion, that doesn't mean there doesn't exist those who actually try to uphold the tenet of not killing people and trying to save them, regardless if they're friend or foes. I like to think that the doctor Gren speaks about is similarly religious, though perhaps jaded after all she's witness.
Now as for how this doctor obtained these skills, I'll admit that again it involves using information I have no real access to. I can't even use my report as an example, as the doctor who I spoke to was an old white man who's family has a history of being doctors (though his grandfather was instead a radio operator in WW2) , and were quite wealthy even before he earned his degree. I'd like to think that this doctor was born and raised in Atlus, perhaps adopted by an eccentric but wealthy man who had a fancy for faunas. If that seems too convenient, we could always go the Blake route and say that she had to hide her appearance the entire time, perhaps even mutilating herself in order to hide any faunas features she had just for the chance to make a better life for herself. Though I feel that this is too edgy. Also just so you know, this was the same doctor that Gren sent Pops too. Just an FYI, since Pops is kept under careful watch, though he is not a prisoner, simply another doctor doing his business while handling some research on the side. And with the doctor taking so many faunas patients, he has plenty of people who may want to volunteer for his study.
