How about i just tweak and cut while maintaining your CS guidelines and just take away the transformations and leave the Ki attacks (i think) then put a power level (PL = 287) included in his information. If you would allow that.
Nobody else put a power level, because I didn't ask for that. I'm against power levels because they became meaningless after the Frieza Saga, anyway. And that was the whole idea behind it as well. They're a flawed idea because the Z-Fighters can hide their ki and fool the scouters. It all really comes down to technique anyway.
But I'm rambling. Anyway, if you do those things, as well as nix the power level, I'll consider your CS.
Brooklyn, New York - Kai's workplace
Kai, with his mother in his arms, appeared behind two large steel dumpsters that sat next to the factory building that he and his mother worked at. Kai happened to glance at his watch. It turned out that it was much earlier than he had expected, because they had made surprisingly good time today- an hour early. Kai hadn't had a real breakfast so he turned to his mom and said, "I think I'm going to grab a bite to eat at Mary's Diner over about a block away." He pointed to a direction in which the diner generally was. "Do ya want something?"
She pondered for a quick second and replied. "Nah, I think I'm good. My coffee was good enough for me, but thanks." Kai nodded and turned his body to the street. He walked to this cozy little place that he always ate at when he got the time before work. It wasn't too often, but it was enough to have the staff remember his face. They couldn't match a real name to the face if you held a gun to their head, but at least they recognized him. Well, maybe. It had been a couple of years since he was in there last. Now that he thought about it, he didn't really expect anyone to remember him. Kai's life had been so repetitive and drawn-out, he expected everyone to follow that notion like he did. But he sighed and accepted the fact restaurant turnover rates didn't agree with that lifestyle.
He pushed open the white, wooden door and was greeted with fumes of great home-style food. He craved some sloppy fixings of eggs and crispy yet juicy bacon. That's all he wanted right now. And by God, he was going to get it. He thumbed around inside of his leather billfold, looking for the twenty bucks he was sure he had. Yup. It was in there. He smiled at people glancing at him and he sat down at the bar, waiting for someone to take his order.

@The Slenderman That character is stupid strong, and you didn't even bother to follow the rules of the character sheet template I provided. You didn't use the one I provided either. It makes it easier on everyone involved if your character sheet follows the same format as everyone else's.
Skim through everyone's character sheets. They each have a power that is around the same tier. Make your new character sheet on their level, and please use the template I provided in the original post.

But I don't expect everybody to have played that game, and I tried to make this RP straightforward as possible for those who haven't played. And yeah, transformations will have to be talked about with me. I view them as a thing that's kind of crucial to the plot. An "aah" moment if you will. I don't like the idea of people starting of with them, even Kaiokens will taken into consideration before they're performed. Transformations increase power, and I'd prefer to keep things fair. So transformations will only be for the good of the story.

We can only have, at the maximum, five techniques. Transformations count as techniques, and I'm sure that, over-all, the GM wouldn't even want us to be able to transform at the start of the role-play.

It was early morning, Kai slapped his beeping alarm clock to shut it up. He sat up from his old, coffee-stained bed and shoved the covers off. Closing his eyes hard, he popped from his bedroom to the kitchen, where a pot of coffee was, hot and ready for a mug. Kai smacked his lips and groaned. "Get up, mom!" He shouted to the other room, where his mom slept.
"Gettin' ready, Kai!" she barked. Kai smiled at that sentence. Normally, he had to bang pots and pans, blow a vuvuzuela, and shoot two blanks in the air to get his mother awake and out of bed. He poured the black coffee into cups, stirring creamer in his mother's. Kai had always preferred black coffee. He wanted it to be simple. No hassle, no sugar, no nothing. He took the mugs and sat down at the table, clad in bed shorts and a AC/DC t-shirt.
His mother hobbled out of her room, with her joints occasionally popping and cracking from arthritis during the walk to the table. She pulled out her chair and sat next to her son, picking up her coffee mug in the process. "I hear it's gonna be a cold one today, Kai. Better dress warm." Kai nodded, closed his eyes with clenched fists, and disappeared from his mother's sight, for about a couple minutes. His body popped back into the space he was in before, clothed. He had a stocking cap in his gloved hand, so he put it on his head. He brushed his long, brown hair to the side and smiled.
"Is this good enough for you?" he asked.
His mother gave a warm grin. "Yes, it is. Now give me a hug and we'll be off to work."

is it alright if I play an anthropomorphic animal alien? They're in dbz, but they don't have names for their races
Can I get an example of one? Google isn't really turning up any results for me.
Could I apply with a character who uses magic rather than Ki?
Also could I play a Yardrat? they're supposed be able to manipulate time and space, but I'm pretty sure I can y'know, not be OP, and still acknowledge that with how my moves work and stuff.
Magic is a yes, but I'm a bit weary about the Yardrat character, for the reasons you stated. I'd prefer that you not make that character. I feel it is indeed a bit too OP.
@Alan Hawke That proposal is also a bit OP I feel. I would prefer another character idea. You can PM me if you want to discuss it a bit more.

What do you mean on having Kai do in his storyline?
