Just some clarification.
For Dirty Tactics, it'll just be an increased chance to pull off underhanded moves. As for Strategy, it can't be a talent that'll make Aya's plans easier to pull off or give them a higher success rate since a bad plan will always be a bad plan, and vice versa. The first thing that comes to mind would be the ability to perceive and understand strategies and plans better. Was that what you were going for?
