Personality: Galatea is blunt, cool, and aloof. She seemingly lacks any great personal presence, something that is an off putting contrast to her physical strengths. She sees herself as expendable and ultimately replaceable. Despite this she has a silent but very strong loyalty to whats left of the US government. In spite of the loneliness inherit to her, she has developed a strong love for Earth and its people.
Despite lacking presence, she is more proactive than most Heroes. She has her insecurities, especially when pushed by Cadmus' public relation plans. There is a certain image Cadmus wishes her to live up to and while part of her admires and strives for that, part of her desires to assert her own independence. She genuinely lacks any identity beyond her costume, making the line between "Power Girl" and "Galatea" very blurry, a unhealthy thing.

Kryptonian Physiology
Being a perfected Kryptonian clone, she has all the powers expected of her race under a yellow sun. Her body absorbs yellow solar radiation granting her various vision types, enhanced perception, super strength, super durability, and the capability to fly at extreme speeds. Despite being in her physical prime, she has spent most of her life deprived of yellow sun radiation or in a red sun containment cell. This has severely limited her abilities, making her a few steps down from the late Superman in almost all respects. With her mobilization by Cadmus into the wide world, it's expected that she will grow stronger and develop her abilities with time.
Drawbacks
Despite her superior physiology, she has many weakness' that go along with it. Red sun energy will drain her abilities, and Kryptonite will actively harm her. Magical attacks will affect her just as they would anyone else. Her bionic arm is blatantly inferior to the rest of her body, in both speed, reaction, durability, and sheer strength.
While not relevant enough to affect her crime-fighting, she has semi-frequent blackouts caused by the training accident. Because of her physiology, Cadmus has had difficulty doing anything about them.
Fake Charisma
Power Girl's personality is quite terrible when it comes to winning hearts and minds. Her genuine desire to help the people of Earth(along with Galatea's actions, naturally) helps, but wouldn't be enough to become a popular figure. However she tends to inspire others by sheer chance without even the intent to do so. Cadmus doesn't really mind the specifics.

Solar Suit
A basic costume designed to make the absorption of solar energy more efficient. As she is deprived of solar energy, it is meant to catch up for "lost time". The costume is about half as durable as her skin. Based on technology found onboard the "Visitors" ship among other things.
Bionic Arm(Left)
Partially based on recovered fragments from a defeated Superman-bot, it is a fully functional arm. It has a layer of skin made of material similar to that of Power Girls suit which is convincing enough. While a piece of very advanced technology, it is inferior to what her original arm could do. This gap will increase even more with time, and Cadmus is already researching a replacement to mitigate this serious disadvantage. It took her around 6 months of physical therapy and training to properly use it, and a further three months to train it combat ready. Power Girls reactions and control of the arm are not immaculate, and there is a unseen but significant lag compared to the rest of her body. Equipped with an onboard computer, taser(to avoid injuring opponents with the arm due to her persistent lack of control), and storage. Additionally the arm can be fired in emergencies, though there's no way to recover it. Powered by her own body, with a backup battery holding about a days worth of power in high power mode.
Bio: Years ago, a extraterrestrial ship crashed into the continental United States at Nevada's Great Basin Desert. The area was quickly secured by the military, and what little public curiosity there was in the event was hushed up quickly. For the rest of the world, the event of "something" impacting the desert in Nevada fell out of memory. For the US Military and Project Cadmus years later, it was only the beginning.
The marooned ship itself was partially intact though it had seemingly sustained heavy damage. Built for a single occupant, it seemed to have more similarities with a escape pod or lifeboat then a military ship. The "Visitor" itself seemed to have been killed on impact, their mangled body the only fruit of such a long journey. The technology onboard the ship was highly advanced, ahead of Earth by years. However, reverse engineering proved to be a slow and tiresome process. The visitors corpse was put on ice, stored along with the alien technology at a classified location in Alaska. That should've been the end of it.
But it wasn't.
When Project Cadmus was initiated, many old skeletons were dug up. Among the greatest was this alien spacecraft and its long dead occupant. The genetic material was still somehow intact, and was more thoroughly studied. In tandem, the ships technology was dissected and many reverse engineering attempts were made. Progress was slow, and an attempt at cloning wasn't even truly considered. Until, at last, they realized what exactly the occupant was when Cadmus finally gained a tiny sample of Superman's DNA- A nearly intact female Kryptonian corpse had been in government storage for years, right under their noses. Almost immediately the projects surrounding the corpse had their funding magnified many times over, and utmost secrecy was given to that particular project. Project Cadmus' new objective was to create a fully intact perfect clone of the being that had crash landed.
If their project was successful, they'd have a genuine check on the Justice League and Superman. Galatea is the first truly successful product of this endeavor, having been created and artificially aged to just before their prime. They have been trained by project Cadmus ever since their activation, and are their last "large" project after the collapse of the US Govt. earlier this year. Though their cloning process was genuinely perfect, they suffered intense trauma to their left arm during a terrible training accident with Captain Atom. This has forced them to be reliant on an artificial arm, at least until Cadmus can properly replace it.
With the US Govt. on its last legs in Alaska and what pacific islands it holds, the situation is quite grim. Galatea has been released to the world under the moniker of "Power Girl" as part of a push to retake the public relations side of the battle. Although unsaid, it also serves as a powerful deterrent toward any further action against them. After all, if they can clone one Kryptonian, what's stopping them from creating more? Or pehaps they already have more. . .?
