Perhaps she doesn't see us as a big enough threat. She does have, from what I can tell, access to every type of powerful magic in existence as well as several reality warpers.

Or downright impossible depending on the verse, right? I haven't seen much of other realities but I do know that nothing, not even the Leviathans themselves, could kill Him. And they were at the same level as us Holy One's before we eradicated them. At most they just annoyed Him.

Doing anything on a scale that large is nigh impossible. If I had to guess, she intends to spread her domain of control like a plague.
