In this case, it is too great a risk to Tier Five to allow PD and TL to accompany us Outside and Techi is training under First for unrelated purposes.

Techi has participated in uninterruptible training for months. The Legend has restricted Time Line and Painting Dye to local aid due to their roles. I am the only Tier Five authorized to engage.
