@Cyclone There's a program called hexographer, with a satisfactory free version, which I lazily made this in as a proof of concept:

You can set down any terrain you wish, make the map however large you want, and add bordered text, etc.

Given sufficient time, I (or anyone else) could make a map in much greater detail.
I'm working on a map too now.

I think magic falls under power skills/abilities, at least for those eighteen or so gods that don't have the Magic domain. Fortunately, the most magic-capable deities are the least inclined to creating civilizations.
