@FallenTrinity Splendid. I'll keep looking for more "compatible" candidates and then decide for a ward. Wouldn't want to end up in a situation where literally everyone avoids my character for being kinda crazy.

Oh, look. @FallenTrinity, your character is unemployed and the nomadic type... that'd actually synergize quite well with my Elizabeth. Possibly they know one another? Be it on good or bad terms... it'd be something. I might have her settle in one of the districts Mitsurugi frequents, if you're cool with that. Depends on whether he would socialize with her type of ghoul.
I've left the district out for the time being, so the character is a bit more "flexible" depending on how many people subscribe for what districts, where she'd fit the best and so on.
The mask is worn under a ragged hood, to cover up her easily recognizable hairdo.

Personality: Liz is an upbeat girl with a positive attitude and a carefree mind. Seeing her skulk is about as common as a snowstorm in august. It doesn't take much to impress the quirky little thing as she shows interest for virtually everything and everyone, ever curious and eager to meet new people. As positive and likeable as she is, her attitude is rarely returned, based on her rather questionable lifestyle choices. For one, she is essentially homeless. She does live in a decrepit, run-down building in ward 17 that is fairly abandoned aside from the occasional nomad, ghoul or nomad-ghoul taking shelter. Among ghoul circles, this place is called the "rat's nest". But that hardly qualifies as civilized housing. Furthermore, the clothing she usually lurks around in looks beyond worn out. But all of this is a conscious choice. She could have a proper flat if she really wanted to, but Liz willingly chooses to live like a street-rat. With all the sensory "benefits" that provides. Secondly, she has a whole swarm of peculiar "friends" in that run-down building - rats. Literal rats. Rumor has it that she has names for each and every one of those rodents. One of them, she always carries around in her clothing. Who isn't disgusted enough by the whole hobo-thing already, usually writes her off after seeing the thoroughly loving interaction between her and a ragged, half-starved rat.
History: Not much is known about Liz' past. Nobody really ever cares for one of her kind, that doesn't differ from the human world. She would probably give a straight answer if someone confronted her about it though. After she showed up in the district, her life was fairly one-dimensional. She stayed on the streets, socialized with other street rats and made herself useful whenever someone needed some poking around in other peoples waste. Though even among the humans she socializes with, Liz is an oddball because of her penchant for interacting with vermin, and the locals generally avoid her "house". Rumor has it that people disappeared in there. And while that does sound like cheesy horror stories, it's most likely true. Rats -are- omnivores... Despite sort of living in that abandoned house and regularly returning to it, Elizabeth is often on the move. Traveling from district to district, sometimes through sewers, sometimes through backyards. She has a good sense of orientation, but her connection to the swarm of rats also allows her to navigate unknown areas with relative ease.
Occupation: Officially - nothing. Unofficially, she's a "scout". Walking eyes and ears, and she has a lot of those at her disposal. She's mostly a better source of rumor-gathering, but a rather efficient one at that. One of the few actual benefits of living under the proverbial radar.

Kagune Type: Rinkaku
Kagune Appearance or description: A single, prehensile tentacle not unlike the tail of a rat. It is of a murky brownish-green color and slightly translucent. She often uses it to support fast movement, catapult herself forward or climb slippery surfaces rather than to fight. When in a bad situation, she can manifest a second "tail". The reason why she doesn't usually use this is to give her the moment of surprise and turn around a hopeless situation. This obviously goes hand in hand with her being an awful fighter and decent at shaking off pursuers.
Special trait: Elizabeth has a special connection to rats. Nothing like a telepathic link, far from that kind of thing. She's just quite proficient at "reading the mood" of those rodents, allowing her to sometimes predict danger or unusual events. It's like a "coal miners canary" effect that she can use better than the average person, but that needs for her to tend to a swarm of rats.
Other: "Smoking is bad M'kay?" - unless it is crack. Or meth. Or a two piece suit.
The rat's nest is an old, overgrown 3-story building in the southeastern tip of the seventeenth ward. The area is neutral turf, flanked by Hydra's Nest in the west and Yatagarasu in the east. But to be geographically correct, CCG area is not that far away either.
The location of rat's nest is primarily known in ghoul circles, otherwise it would be rather easy to pin the title "rat" on the girl residing in the place called "rat's nest" (It likely wouldn't be that difficult to figure out for a CCG investigator, but who spends that much effort finding a C-ranked ghoul?). The name rat's nest and its reputation are somewhat known even in human scum-level society, but the exact location of the place is not - the name would apply to just about any empty, decrepit house in any ward.
In ghould circles, it is known that one would always find shelter in rat's nest, regardless of what organization they belong to. The only "house rules" (that are not strictly enforced) are not to eat the people living inside, not to eat inside in general, and not to settle down permanently. Violations of these rules will not go unnoticed, but "rat" lacks the authority to actually punish such behavior herself. Known among homeless humans (and by extension the human rumor mill) is that anyone is provided shelter and safety here, but never for two consecutive nights. And most people voluntarily leave after one night there anyway, as there is said to be a very palpable, nagging feeling of being permanently watched by dozens of tiny, beady eyes.
It is furthermore worth mentioning, that the rat's nest is not a location per se. It is more the concept of a suitable house being inhabited by Elizabeth and her 'family'. As such, it is possible for the rat's nest to relocate and continue its function after the current rat's nest house burns down, is seized by one of the factions or other comparable circumstances.
This appears rather packed with interest already, but if there's a major imbalance in those factions I might be willing and able to fill one more slot. Unless of course, you consider the amount of people sufficient already.
