The city of Toran was not one known for ever being dull - and on this day in particular, something quite exciting indeed was happening: A woman in a fox mask tore through the streets of Toran, weaving and bobbing her way through the crowds of people that seemed to accumulate near train stations, as she was pursued by several angry passengers from one of the trains that had just arrived, who had the lazy policemen that had boarded the trains to serve as security, not used to incidents of such high adrenaline and speed trailing even further behind them, seemingly already out of breath.

The woman, known in the East as the Fox-Faced Thief, had just stolen the valuables from the pockets of every person on the train before she had left - and had left them near the doors with a calling card, as was her custom. Back in the East, the Fox-Faced Thief had been known primarily for showing the corrupt aristocracy just how fallacious their ideas of security were, and it had been rumoured that Jantonna du Soleil, the Arena Master, had acquired the use of her services in order to begin to dispel the heavy corruption that lingered in Orin. How true these allegations were was up in the air, but most people knew that the Fox-Faced Thief had made marked impacts in the most recent war, stealing supplies from supply lines, stealing military intelligence, and in rare but memorable cases, stealing the lives of important targets. The anonymity had proven itself quite useful in those times, and after the war there had been a lack of noted activity from the thief, but the cleverest people realised that that only meant that they hadn't been caught.

Now, in the city of Toran, she was making a scene again just to let people know that she hadn't given up on the game. Officers shouted after her, members of the public tried to assist in arresting her, but she had been dancing this dance for much longer than any of them - after a brief sprint forwards, and a sharp turn to the left, the Fox-Faced Thief was gone from the public eye once more - but her legacy of having people fear for their valuables remained in the air, like a heavy fog weighing down upon the average Toranese person.

Perhaps her entrance could have been a little cleaner - but she doubted very much that it would have been nearly as much fun. As much fun as it had been, however, her business in Toran was very real and very pressing - her family had suggested that she start her Rites, which were a necessary part of being included in the familial line of succession. While it was true that in recent times few trainers ever fully completed their rites, their attempting them (and succeeding at least somewhat) was considered to be important to the more aristocratic families, not only to show their success, but to ensure that only the most worthy heirs were selected to carry on the family's legacy. For Kasumi Touhou, the first-born child of the scions of the Touhou family, her rites were particularly important.

Taking the brief respite she had to cover her tracks, it was a simple enough matter to pull a dress over her jumpsuit and hide her mask in her backpack - though she wasn't a huge fan of showing people her face, her presence in Toran would be noted and word sent back to her parents, this way. It was for the best that she laid low for a little while - and the Red Nakumo restaurant was perhaps her favourite haunt for doing so.
Natrelmon has a few jokey characters like Karl in order to keep everything from being too serious. We don't tend to take ourselves too seriously. :L

Appearance: Kasumi’s appearance is not particularly well-known due to her love of secrecy, but the few tales of her that do circulate describe her as practically a shadow, swathed entirely in black except for her face, which is often covered by a fox mask.

Underneath her costume, Kasumi has short white hair and an extremely lean form.

Personality: Kasumi is, at heart, simply a woman who loves money and the thrill of stealing. She is a kleptomaniac in its finest form, and despite her morally ambiguous nature she is fairly friendly. Kasumi desires, of all things, excitement in her life, and though unorthodox, she has found thievery to be what she considers her calling in life.

Relic Description: Kasumi’s relics are lockpicks kept in a container on her belt.

History: Kasumi grew up in the Touhou family, the most prominent and powerful family of Orin. The Touhou were always about being as fast as humanly possible, so Kasumi followed her family’s footsteps - though while they were focused on martial mastery, she preferred something that would have real consequences if she got caught - for that would not only test her speed, but give her the thrills that she craved. After a while of offering her services to the highest bidder, Kasumi decided to train Natrelmon on the side to aid her, as well as explore new things to challenge her.

The trip to Sunagakure had been largely uneventful, with the only sound permeating the carriage being the wheels dragging along the ground and the horses that pulled it reverberating throughout the carriage. Empress Shoko had been lost in thought for the majority of the trip - and Ra had placed herself in a trance-like genjutsu to quicken the passage of time. If Shoko required her attention, she would simply interrupt - such was the Empress' right.

The trip did, however, go smoothly onwards without any such incidents. While Ra kept herself in her meditative trance, she had arranged for the book that she had chosen for Remi to be delivered to its recipient, along with a note attached to the cover - "The Jikankizami applied the concept to humans. Can you?". It would certainly be a challenge, but it was enough to keep Remi busy for a long while, as well as develop her growing understanding of the deep sciences. Given the potential for error that Remi was prone to have with those that she did not understand and vice versa, it seemed to be an appropriate tactic to prevent her from engaging in any malarky or shenanigans while the official business within Sunagakure was conducted. Relations with the villages, given the news from Konohagakure, were more important than ever before. Kirigakure's spies had reported a growing discontent before messages were relayed with increasing scarcity - but all was not lost yet.

The Empire's arrival in Sunagakure was, surprisingly, met with a pleasant reception. Either the news of the Rebellion's victory in Konohagakure had not reached them yet, or they were beginning to be more loyal to the Empire that provided tangible benefits than the idealistic crusaders that comprised the rebellion. Either way, the warmer reception was a pleasant change. As Shoko and Ra both exited the carriage, Ra followed behind the Empress, before she waved two figures over from a nearby building.

"If you will excuse me, your Grace, there are some preparations I must make before I join you in the hotel." Ra offered, before bowing and turning away. Her conversation with the two figures was brief, but she fully intended to have her network of informants at her beck and call for the duration of their time in the Village Hidden in the Sand. Anything that could be done to ensure that the villages fell in line would be necessary in the coming days. After the conversation ended, the two figures returned to the shadows from whence they came, and Ra returned to Shoko's side, nodding to show that her task had been completed.

As the trio entered the hotel and Yakoul claimed its own bed - as the creature was wont to do - Ra sat on the remaining bed, and turned towards the Empress.

"Do you have a plan of action, your Grace? The villages will not be easy to sway, and they have proved to dislike the idea of a peace treaty. Their idealism seems to be infectious - but I believe it can be nipped in the bud. Kirigakure must be brought back into the fold, and Sunagakure must adopt to our ideals fully. It is a shame that this conversation even needs to happen - but apparently, there are those who cannot see the crusade for glory that masquerades itself as the Rebellion for what it is." The veiled woman opined, carefully regarding the cat creature in her periphery.

"Oh - Yakoul - I do have a little task for you later, if it strikes your capricious fancy?" She added, almost as an afterthought, before returning her full attention to Shoko.
