Not sure I fully understand the question. Are we talking about who runs it? Who teaches/what are they teaching?

I do have a little blurb over on the OOC which is where the link leads to. Essentially, the school in question was founded and is run by the daughter of the Grand Coven leader. It is a place where young mages go to hone their magic skills while vampires learn a thing or two about restraint. Boarding school style, the vampires and the mages they are partnered up with will live within close proximity to one another to promote the bond between them.

Like I said though, the link leads to the OOC where I have an extended blurb of information and the CS skeleton ready to go.

Anything naturally occurring:

Water, Fire, Earth, Air, Electricity, Plant, Ice...

Light and Shadow magic are also options.

Necromancy has been forbidden, those who show affinity for it tend to remain "undeclared" and are often fought over by noble vampires. Affinity for such an element is incredibly rare.

I don't have a requirement. You may go with whatever fits the image in your head for your character, but personally I go with surrealistic or anime-esque styles. I already have one image over on the character tab for Zaria if you wanted to use that for reference... But like I said, you are welcome to use any style you see fit.

With an altered timeline bios tend to be a little difficult, and I find revealing history through IC works just as well as through CS bios.

Before what would be our renaissance the vampires were openly hunting humans. During this time was the discovery of magical potential leading to further conflict. Their advances prevented the invention of gunpowder during the 1130's. The treaty was signed some point during the renaissance in order to combat the lycan threat. That was "won" some time between the mid-late 1400's and early 1500's.

After that the treaty held vampires back from openly hunting, however there were some that weren't too fond of that idea. One smaller war was fought between them but in this history, a world war on the same scale as our has never been fought... It was more of a civil war than anything...

Turnings are rare in these times, but I'm not going to rule them out. Running with the idea that males are fertile while females are not sort of thing...

As for official Utopia status... We'll go with when world hunger (for both vamps and humans) came to an end... Early-Mid 1900's. Technology has been allowed to advance slightly beyond what we have now despite it being 2017 as well, cleaner energy sources type of thing...

This all being said, there are quite a few groups that still believe in the old ways (turning/open season hunting etc...) but they are quietly biding their time until the politics game can be played to their advantage.
