Well, they're cold blooded snake people, though they likely rule over a human population to an extent. The real unifying factor is the religion-worship of the Snakefather (Yig) and other gods. Other religions tend to be taxed. Quite a bit. Which actually, in a roundabout way, makes them quite tolerant and less prone to conversion.

.....They like the shiny shiny tax money, and they wouldn't get it if everyone worshiped their gods now would they?

There's some possibility for reptilian unity going off that, but there's also the possibility they'd want to "civilize" you afterwards.

All of these actually, first it was a person, a great hero-the founder of the Empire, reckoned to be the avatar of Yig upon the Earth. Now it's a name borne by the nifty fellows I posted a pic of a few posts ago.
