First of all: Any opinion on ones self is the most subjective opinion you can have. Two: I have explained a few times. Veronica left because she thought her instability was affecting the group in a negative way. So, thinking about the health of the group, she removed herself to prevent damage to the group. Three: The very quote you use explains perfectly how Veronica can seem so strong, but be brought down by one major thing ,at the core of her being, that is hidden by her usual Facade.

Veronica looked over at Jen. "Kiiros wasn't trying make things worse, he doesn't even understand what happened or why." Veronica's mind was mostly blank. Little else was crossing her mind.

The world isn't so black and white for 'strong or not' to be truthful in any way. She removed herself from the situation because she found herself as a threat to the group, the group she is trying to protect. Veronica isn't a 2-Dimensional character who always acts one way. I gave the character a past, thoughts, morals, specifically because Humans in life have those things. Can you name one person IRL who has always been weak or always been strong?

"I can't accept that, I tried to give Kiiros skin cancer because I was mad. Her actions were out of line and that was unacceptable to her. The smile dissipated as she rested her head on her right hand.

Extremely traumatic events being brought up can do that. The only danger to the group at the moment, in her mind, is how she lost control of emotions during the conversation. She is hard on herself when it comes to being protective of her friends/the group, and getting so upset in front of the group is a big no-no for her.

The strength of her smile grew. "A bit...sorry for how I acted." Veronica sat down in a seat, tired from using her power excessively. Now all she had to do was apologize to Ryouko once he finished his fight.

Only partially. Kiiros wasn't the reason she started to get upset or why she ran off. Ry contributed more to her freaking out than Kiiros did by a long shot, and she is going to apologize to Ry later. She would have apologized to Ry first but he was in a fight, so Kiiros was next. The order of how she apologized is based on how poorly she thought the person would see her in result of her actions. Ry thought she did something wrong, Kiiros didn't understand the situation or his impact, and Jen was the most likely to get why she did what she did.

Seeing the look on Jen's face brought her mood up, knowing she wasn't upset in anyway was a relief. "Hi, sorry for running off. I just needed a moment to recuperate myself." Veronica smiled back weakly.

There is also that she felt bad for possibly making Kiiros think it was his fault. Other interpretations can be drawn but they are only interpretations, not what I/Veronica are actually thinking or doing.
