Yes, but how? I mean I don't go about consciously doing so. However I do recognize certain skill sets and acquire them through that person.Then I tend to get bored and wander off. A love of shiny things and all.

Don't be creepy. Besides that I don't really need sedative to get people to let me tie them up. Also my dungeon has been relocated to a three story tower, complete with R&D facility.

Beware those concrete parking things if you do decide to ride your bike though.
