I don't think Kamina cares, no one is being hurt by it..... He is cooking food, and he is kind of hungry... what are you going to do? Send a Swat Team? To Harm a Poor Street Rat that is cooking his food? Maybe have someone offer to buy some :3 It would be better on the Police force.

The point is that street people don't usually make a habit of having bonfires in the middle of the street

Actually, I think there is a law about that. Depending on where you are, I'm pretty sure you need a permit before cooking in open public spaces. Especially on an open fire.

I don't know of any place where you wouldn't be arrested for having a bonfire in the streets especially one that big
