But yeah IIRC Freelancer started at the end of the Covenant/Human War as "Each organisation searched for the magic bullet to end the war". Though with the whole kind of atmosphere you get during S9-10 it makes me think that the actual AI part of the project largely took place after the war, some time before the events of Halo 4(As in Halo 4 not the 4th Halo game which is reach). Just with who they are fighting against and what they do and where they go I do not think is war time. Especially in S9 when the MOI is used and in the start of Season 10.
Also the fact they are never pitted against Covenant, if it was during the war the Director would want as much funding as possible. Best way to do this? Prove that his soldiers and his techniques were the best and the easiest way to do that was kicking Covenant ass, like the soldiers in the Spartan program.
