Precisely as you asked, a street level character. With connections to the hotshots!
Name: Jack Jones, also known as Dog.
Age: somewhere in his thirties.
History: He was raised in the slums of Arcadia. Despie the rampant crime and destitution, his parents tried to live a life as honest as they could. His mother, however, was almost constantly ill and constantly unhappy. She was a woman born into high standing, but cast out from her family after an affair with a nobody -- Jack's father -- brought a son. Consequentially, she saw Jack as the incarnation of all her afflictions, the cause of her predicament, and berated him at every opportunity. His father was not often around to protect him from his mother's wraths, but when he was, he often reacted violently, further increasing Jack's guilt.
Convinced he was the one tearing the family apart, Jack fled to the streets. Unable to sustain himself easily, Jack turned to dealing and producing Dreamwalker on behalf of others. He was very good at the job, determined, tight-lipped and efficient, and earned himself the nickname of Dog. It was derogatory, of course, but Jack didn't care, he liked it. He was a dog, at heart, determinedly pursuing something better than his current situation. He promised himself he'd go someplace else as soon as he had the money.
His decision was only made faster after a run-in with a girl named Aurora, whose life had been completely wrecked by the very drug he had a hand in. He never met her again, but left the Dreamwalker scene. And so Jack was on the streets again, if a bit more worn and considerably more rich. For a time he turned to alcohol, hallucinogens, anything to distract his mind from his situation, and his soul from the gnawing feeling this wasn't what he was supposed to do.
Now broke and confused, Jack wandered for a while. He was picked up by a gang led by an enigmatic man named Fox. Fox spoke of a new dawn of Arcadia, something different, a better era. Fox was charismatic, and Dog believed him. He felt at home, as if he was worth something, as if he could accomplish something. Jack worked for Fox, entirely swayed by his smile. He carried out all tasks given to him with determination and efficiency. He desperately wanted to see the new era Fox spoke of. This carried on for some time. He had a girlfriend, Lily, and eventually a daughter, Mary. Jack was happy.
But brutal murder after explosion, He started to see that maybe the new era Fox spoke of wasn't one of order, but of anarchy. Horrified, he realized his work had sped up the consuming anarchy. He felt betrayed, but also furious at himself for not understanding soon enough, for not seeing through Fox. He was in too deep at this point, but had to escape, somehow. That didn't work out very well. In retribution, Fox's goons shot Lily and his daughter.
Now, the Dog hunts the Fox, pursuing order. He's working with a detective, Alessandro Bertolli, to usher Arcadia into peace. By any means necessary.
Personality: At heart, Jack is an honest person. He wants to do good and wants good things for himself. The society in which he lives in has always frustrated him. He's not strong-willed, and New Arcadia poses so many temptations. He's fallen into many dark places and traps before. His insecurity used to be crippling, but he's working on it. It assaults him when he's not sure what he must do. When he does know, conversely, he's dogged. Jack is pragmatic, and at the same time an idealist. He can be a bit slow to grasp a concept, but gives himself heart and soul to it once it has been embraced. Jack is loyal, but prone to bursts of vanity and greed. His base desire for personal wealth often is in conflict with his higher calling, the wealth and well-being of the whole, for which he feels very strongly.
Skills:Keen sense of smell, deep knowledge of drugs (how they're made, chemically, who to go for them, their street price, everything), proficient with various weapons of mass destruction (thanks, Fox), fledgeling detective's intuition courtesy of Beast.
