ST is pretty low on the sci-fi power scale. Warhammer 40k, Culture 'verse, Halo (Forerunners and Ancient Humanity), Xeelee 'verse, Star Wars (especially Star Wars) and old school BSG pretty much trash it in every category.


That's more of the point, since this NPC civ is lacking a lot of technobabble ST can do, limited time travel, magic engines which restore the very fuel required to power them, teleporters and shield disrupting missiles, etc.

A galaxy RP that realizes the scale of a galaxy?

I have interest, but I don't believe I have the time to participate. However I will be keen on watching, mainly to see how things unfold.

It boggles my mind to consider how a nation of 10 billion worlds, with 27 quintillion citizens, might ever be effectively administrated. Are there whole planets devoted to bureaucracy or something?


In defense of the author, such numbers are more in touch with the scale of a galaxy than most "galactic scale RPs". 10 billion worlds is around 1/30th of a galaxy and even highly populated NRPs tend to only contain around 20 or so players, a share of which using not holding much territory being nomads or ancients who only occupy a couple worlds.

I mostly used just generalizations.
The point is that imperial soldiers wear armor because they often fight rebels or other less equipped forces who use comparatively primitive weapons.
So typical guns or "low tech" handheld weapons are almost insignificant against them. The armor also offers a slight protection against the Empire's own beam guns but mostly when the beam is already weakened by the distance.
The standard infantry weapon is the beam carbine which can more often than not take down an armored soldier from hundreds of meters.

I'm going to ignore phasers and blasters. Those two weapons are pretty much made-up inventions native to science fiction that were created solely to function as high-tech and futuristic replacements for customary infantry arms because their creators thought that they looked cool and would wow the audience.
Well, there's some sense of science behind them but yeah. They are more for entertainment than anything else.
Still, this genre is called Science Fiction.
And as fiction goes regardless of how it's supposed to work, in the end it's the author who decides a weapon's power and features.
Phasers making people "diappear" (supposedly via vaporization), for example.
But similarly the power of any weapon is determined by the plot.
This is a far future space NRP and my PM folder already has a number of exotic civilization profiles in it.
So it's better if you think about this more on the "entertainment" side of things.
It isn't a problem if you practice some scientific scrutiny (I even promote that) but also keep yourself open minded to the more fantastical technologies this NRP might feature.

But all of the above nonsense is besides the point. This is a Space Opera, so that stuff doesn't really matter, but it really bums me out that I have to use tachyon beam weapons to avoid being instanta-conquered by one of several war junkies lurking about on RPG.
Well, the tachyon beams was just a random idea, actually.
It's based on one of my Sci-Fi inspirations when I made this NPC civ.
Then I realized that even if I tone down any other potentials the mere fact it unleashes particles at FTL speeds has unfortunate effects against the two classic types of shielding.
I just went with the flow and the above is the result.
Still, I'm sure people are creative enough to come up with ways how their shields or hulls can deal with tachyon beams.
Exotic shields, armors or a coating that absorb the beams are all viable methods.
I really don't want this feature to dominate against anyone but low tech NPC factions.

It's not a question of technology, it's a question of communication and coordination. Mankind, on Earth, is barely able to effectively govern itself. To send a request from one of the colonies to some manner of regional authority would be like playing the grandest game of telephone in the history of universe. The fact that sixty billion worlds all consistently fly the same flag is a miracle in itself, let alone the fact that the Imperium isn't, to put it bluntly, in perpetual war with itself in order to maintain itself. The fact that they all use the same warships, armor, and weaponry despite being limited to cheekily named Warhammer 40k STCs would imply that they have a logistics system beyond even the scope of high sci-fi AI.Now, I already punched the numbers into a calculator. I'm not concerned with how we reached said numbers, despite my opinion that they're simply ludicrous, but that said numbers are simply unsustainable from a sociopolitical standpoint. That's sixty billion worlds that a central authority has to keep track of. Sixty billion worlds and twenty seven quintillion people, all somehow not neglected or interested in divorcing themselves from a monolithic, supposedly backwards superstate.
It's actually 10 billion worlds (60 billion would be the entire galaxy's count of habitable planets) but indeed, controlling such a huge empire is difficult to say the least.
But well, so does for any fictional interstellar empire.
The only difference is that I actually have a sense of scale so I put this into "realistic" numbers.
Anyways, reasons such as this that I still haven't finished the "society" part of the Empire's profile.
But to give a sneak peek, I thought of Empire practically being an "alliance" of billions of self-governing states.
Each government has their own complex political structure limited to the bounds of their star system.
Save for some universal laws&regulations these governments have great autonomy.
In return for protection, trade rights, operation of the Giant Galaxian Gates and the inbound flow of certain "black box" techs these governments are usually only expected to pay taxes and donate military power to the Empire.
Still, there are at least thousands of these governments rebelling against the Empire in every given time.
The Empire deals with these by blockade of trade and information and in important cases employing its military, with the latter resulting in brutal genocide.
In less severe cases the Empire just keeps blockading that government for up to centuries until their will falters or their emergency ZPMs go out of service.
They control information, technology and enforce a dogmatic or at times even spartan law system on people to manage the crowd.
Similar to the IoM, the Empire also have the Emperor himself act as the main religious figure and inquisitors spread through the galaxy to punish anyone who doesn't believe in him.
So yeah, the Galaxian Empire is a sorts of dystopian world and its size often brings more pain to this civilization than benefits.
The Galaxian Empire is a struggling giant which makes it disadvantaged against smaller but more flexible civilizations.

Actually, the Galaxian Empire occuppies roughly 1/6th of the Milky Way.
I just semi-caringly drew their boundaries on the galaxy map and then compared its size to the rest of the Milky Way
The ratio was 1 to 6.05 or so. Roughly 1/6th of the area of the Milky Way

Yeah, I almost wished to take back the notion of the Empire being on par with Star Trek's technology.
Well, maybe in their prime more than a thousand years ago they were like the 29th century Federation but one that can use their tech with competency.
But the current Galaxian Empire is far less about insane technologies or BS technobabble solutions you see in Star Trek.
Still, if we look at basics like warp drives, anti-matter reactors/warheads, deflector shields and exotic beam weapon with convenient versatility then yes, the Empire is like them.
I also want to feature the replicators in some form because that solves the majority of logistic problems and helps governments to remain self-sufficient even if they're cut off.
They also have FTL sensors and communications for their warships thanks to the tachyons but that's about it.
You won't see Galaxian warships adjusting the frequencies of their beam cannons to overcome the enemy's shields or things even worse.

You never actually specified the amount of habitable worlds the galaxy had, since no one actually knows. This is evident since you got some people who say earth-likes would be incredibly rare while others say 100 billion or 2 billion. The latter of which probably would mean you occupy the whole galaxy with a trillion colonies.

You probably should specify that this galaxy has 60 billion earth-like worlds.

Well, I plan to be more exact with the stor details once we get down to it.
Anyways, that'd be just plain awful if people would try to make civilizations as large or even bigger than the Empire.
Large factions mean large responsibility and I wouldn't leave that to people I barely know.
Because these require considerable skill.
One of the users who criticized me was partially right that the Empire exists for being a sorts of "moderator" element.
It's a large civ which is difficult to ignore albeit their internal affairs and slow FTL prevents them to do large military actions that threaten a the galaxy.

That being said this doesn't mean any other civilizations need to be tiny.
I just don't expect them to be giants.
Which is actually a boon since for example a civilization with 10 times less territory as the Empire can concentrate its forces roughly 10 times better at average.
Size is a liability after a certain point.

Anyways, do you guys need something else to work with?
I have a rough skeleton for what the background story of this RP would be.
It's tentative and that's why I'm waiting for everyone else's civ profiles but here's a few bits of information.

The common dating system is Star Calendar, abbreviated as SC.
It was devised by the Terran Federation (predecessor of the Terran Empire which later became the Galaxian Empire)
It takes the old dating systems on Earth (24 hours a day, 7 days/week, months, 365 days a year) as standard.
The beginning of Star Calendar or SC0 is unknown, but theorized to be after humans developed interstellar FTL travel.
Because at one time the Galaxian Empire controlled the entire Milky Way, the Star Calendar got widespread.
Humans and even many alien civilizations still use it, albeit others came up with their own.
Still, it isn't rare during trade&diplomacy to discuss dates according to the Star Calendar.
Yes, this is kind of for the convenience of us, players.
The start date of this RP will be somewhere around SC5233.

Another is about humans.
I do plan to mention most of these in the Empire's profile but basically humans in this RP aren't exactly like us. Their genes were tampered with, making them somewhat more adaptable to the environment, more resistant to radiation and few lucky humans are also born radically tougher or faster than normal. In addition humans possess "excess chromosomes" and other modifications to allow them to crossbreed with almost every humanoid alien. These hybrids retain the properties and unique features of their alien half yet being recognizably "human". Yes, in short I'm giving a lousy explanation for the common half-alien Sci-Fi tropes.
Another important note is that humans are extremely numerous in this galaxy. The Galaxian Empire once became the only power in the entire galaxy, spreading human settlers all across the Milky Way. Thanks to a certain event which temporally kicked the population growth of humans to insane levels a large portion of the habitable planets were filled with humans, making them the largest humanoid race in the galaxy. The Empire declined since more than a millennia but to a lesser extend this tendecy still holds. While not as populous as in the current Empire, there are still about millions of humans per planet at average.
Wherever you go encountering humans is quite likely.
Of course it doesn't mean that every planet is owned by humans or they form a considerable population.
There are still many planets held by other alien races. A number of these may be even xenophobic against humans so there are planets without them.
But this gives you the chance to form your own kind of human civilization that developed after the old Empire's fall. (circa SC4000, you have plenty of time).

So yeah, keep these in mind.

Short Bio
The Empire of the Vinci - means Conquer, or Conqueror - founded the Empire to govern the growing races. Their first idea, and the reason for their naming, was to take over every race that was star-borne, and watch them closely, However, For whatever reason -some say Divine Intervention and others say that the empire just grew to large- the Vinci stopped advancing, removed themselves from every civilization, and remained in their own sector for a very long time. eventually, however, one of the more courageous races entered their sector, and even landed on the capital planet. They where greeted warmly, and invited up to the palace, where the Emperor threw a feast, and the Emperor's oldest managed to seduce every one of the diplomats, much to the Emperor's amusement. The word spread that the Vinci had turned into.....space hippies.

Over time, the Capital, and indeed the entire sector, became a sort of resort, a worldly attraction that offered rest and relaxation for everyone the came. Nobody quite understood why they had changed so radically, but it was something they all enjoyed. Until one day, when a man arrived on the planet with many valets.. All smiles and waves, he was greeted with the friendliness that everyone else was, and when the day was over, he was gifted a lavish room to sleep in. However, deep into the night, everyone's sleep was violently disturbed by numerous explosions. Control Towers, barracks and Dry Docks all went up in flames, crippling the Vinci's ability to co-ordinate their now-lax forces. Massive dreadnaughts appeared in the sky, and blew apart the Vinici fleet, while Shock Troopers where dropped onto the planet surface, and engaged the ground forces. The Exodus - then named simply The Guard - held off the assault while the people gathered in Evacuation shuttles, designed heavily around shielding and structural integrity, rather than battle-readiness. However, some of the attacking troopers got past the lines and massacred the remaining people, designating Dreadnaught strikes to destroy the Evac shuttles. Eventually the shuttles managed to escape the assault, with only one in ten of The Guard remaining, and three in ten of every citizen laying dead. The Emperor did not know why such an attack had suddenly come down, but he knew he would not let it happen again. Peace was over-rated. Peace, was a lie.

The Ancient Technology includes suits that mesh with the wearers body and become nearly invisible to optical sensors - Infra Red and Thermal can still spot them if the user is observant - and allows them to use the second part of their Ancient Technology, the Warp Stone. This small stone allows a person to teleport from one spot to another, as long as he has visuals on the spot - proxy visuals by screen can be used - but the distance must be short for a living being; roughly less than a mile, or they will be spat out the other end as if they fell into a meat grinder. Several Reavers may use several Warp Stones to move solid matter, but the size of it in proportion to the number of Reavers decides how quickly this moves. This - along with the assistance of the Kabal 'Mages' allows for Faster than Light travel with their fleet, since any other method has yet been unfound.

The Infinity War: An Ancient War - no so ancient as the Precursors but still old by most people's standards - that saw much of the spare-faring races today still residing within the primordial ooze that they sprung from.However, as with the Universe, there where other races to take to the stars, and they did so with much gusto. However, there came talk of a ship, lounging somewhere within the universe, that would grant any owner Mastery Over the Stars. It was said to dwarf any ship that was put aside it, and that the races that dwelled currently could not exceed it's technological superiority if they tried for a hundred years. Obviously, this started a war. The Toffs, a race that took their name from the supposed gods that once existed when the universe was barely just beginning, laid claim to this ship, stating that, as the Natural Rulers of the Universe, it was their duty to have this ship as their own. Of course much like the Toffs of old, they did not look around before opening their mouths. If they had, they would have seen three other races, The Kabals, the Khani and the Ohgai, always laying claim to The Infinity. Quickly realizing their error, The Toff allied themselves with the only race that would accept them - since the Kabals and the Khani where already bound by some strange ties - and began co-ordinated Military construction, while the collberation of the Kabals and Khani did the same. Eventually the Cold War turned hot when Olympus Mons, an outer planet of the Kabals, was said to have pinpointed the location of The Infinity, or at least triangulated it to an easily searchable area of the galaxy. The Hammer fell hard upon this planet, and the land was scorched by the Toff-Ohgai military, both ground and space. When they tried to download the infomation on the Infinity however, all that happened was the alert of every other Kabal computer linked with Olympus' mainframe, which was to say; all of them.

Then began the war in earnest, with space-crafting battling space-craft just as men and Mecha fought on the ground below. it was said that there where more dead people, and scrap metal in this one corner, than everywhere else in the universe combine.After one decisive battle, the Khani Home-planet was destroyed, and their race beat a rapid decline into extinction, but the operation lead by the Toffs and their allies had overstretched their military and their resources to far, which allowed the Kabals - superior ship builders, but in smaller number - to cut a bloody swath though their forces, utterly annihilating both groups, and effectively ending the war. After bombarding all military structures that belonged to either group, The Kabals allowed them to survive, not out of mercy, but so they could see their enemies take control of The Infinity, and then pull it apart, to gain it's technological data. However, when The Emperor - who took the journey himself, as it was a momentous occasion with astronomical sacrifice to reach this point - arrived at the point, he saw everything had been for naught.

The Infinity had, though fault of being left to drift for tens, possibly even hundreds of thousands of years, dissolved from the Great Harbinger that it was, to a wittered heap of scrap. It's hull was pocketed with Meteor strikes, the insides caked with star-dust and partially melted from points where it had drifted to close to the sun. The whole thing could barely be recycled for cans, let along used to Rule the Galaxy. In a moment of rage the Emperor ordered it obliterated, but the helmsmen saw though his anger, and refused. The Emperor was then convinced to take the rusted pile back to The Pit, a massive star base specifically designed to reverse-engineer The Infinity, and create superior star-ships based on it's knowledge. The scientists and Architects where able to ply some things from The Infinity, but for the most part, it was to far gone. in the following despair, the Emperor retreated from the universe, but welcomed the first group of new people -neither Khani nor Toff or Ohgai - to reach his world. However, it was not until The Great Betrayal that The Kabals where truly able to put the knowledge gleaned from The Infinity to good use.

Physiology
Kabal: the Kabals are natives of Tevintar, and the direct descendents of the race that lived before The Great Betrayal. They are human in shape, and believe that they possess the shape because the creator of their ancestors enjoyed the ascetic appeal of humans, known to many as the first creation of their deity, Gaia. However, while human in appearance, they are far from human in functionality, being able to communicate with natural things such as trees and rocks by going into a meditating state and tapping into an energy they call 'The Big Green'. some Kabals are born with an innate ability to tap the Big Green without meditating, and can thus use, what appears to outside observers, 'magic'. These acts consist of sudden vegetation growth, or engorgement of surrounding rocks. However, they can only use their 'magic' on a world where there is nature, and any planet heavily industrialised would put a strain on their connection, and their ability to use their magic.

From these 'mages' are born 'The Blessed', a subtle sub-race of Kabals that would never be able to connect to The Big Green due to the fact that they embody it. This, in turn, gives them great physical strength, and above average resistance to non-fatal damage. The most common path for The Blessed is to join a highly renowned unit known as The Exodus, a name that has it's origins in the Order's ancestors radical assistance with surviving The Great Betrayal. These men flaunt their superior strength, and use weaponry and armour that would be neigh-impossible for the normal man to move efficiently in.

'Reavers': It is known that 'Reaver' is not the race's name, but rather the name of the militant arm that has assisted the Kabal Royal Family since they began. The origins of where they came from, and why they are assisting the Kabals are known only to the Reavers and the Emperor, even the rest of the Royal Family is in the dark about them, which - as the Emperor states - 'Adds to the mystery'. They are clearly a separate race to the Kabals, owing to the blue skin and triple eyes that are visible during the rare instances when one removes their helmet. The Reavers are the arm of the Emperor that deals with the secretive matters, such as spying, sabotage and the occasional assassination. They managed to retain a certain amount of Ancient Technology, but most of their stores where lost when the grandest of their bases was razed during The Great Betrayal.

Society
Goverment is many staged, each town has a council member, which runs a part of the a country, and convenes monthly with other town councils, to make the Local Council. Each country is sovrign to a member of the Council of Twelve, who receives reports from their Local Council and discusses it with the other Council of Twelve members. Then, the Council of Twelve is overseen by the Royal family, and topped by the Emperor. However, certain units, such as the Exodus, or the Demios put more stock into the words of Nenatalev the First Princess than The Emperor. The people, while friendly and open to trade with everyone, do not take oppression well, and respond with deadly violence and a small but well drilled fleet capable of destroying an empire many times their own size.

Location



Economy/Industry
Due to the 'Mages' they posess, indistry booms in the Empire of the Kabal. From metal and wood to Agraculture of every kind. While the actual planets that the Kabal Empire controls are small, their influence is massive. It is said that starting a war with the Kabals will starve your own men long before they do anything because of the amount of food they ship out across the Milky Way. The Blessed make sure any Labor is done efficently, and the Kabal Fleets ensure piracy is kept the a minimum on their convoys. Their dry-docks are also very potent, combinding skilled opperators with supurb AI.

Technology
The Kabals are decended from the greatest genuises in the universe, and a few manage to pick up the spark, so Kabal technology progresses in leaps and bounds. They have a unique FTL travel system, where two holes are opened, one in the entry, and one in the exit, and the ship passes in one, and out of the other. They also can create Gigantic Railguns for this flagship The Gaia's Arm, as well as smaller variants for their Exodus. The Exodus also contain close-climate armour that allows them to survive in all climates and gives them a much greater level of protection than normal infantry armour.

Shielding systems come in two forms, Energy Shields, and Force-Shields. Energy Shields expend energy to deflect an attack, and so while a large, singular strike will not make it though, hundreds of small attacks will be able to overload the energy genorator and shut it down. On the flip-side, Force Shields match every attack's force, so a hundred little strikes don't bother it, but one massive blow will break though. Huge Flaships like Gaia's Arm possess both kinds.

Military

Military: The military of the Kabal is very structured, each with it's own commanders and inherent mentality. Every 'finger' of the Kabal Military works with the others 'fingers' of it's Arm, to created a closely knit group.

Ground Arm: These are the weapons that the Kabal deploys on the ground, there are also aircrafts since the word 'Ground' means not in space.












Space-arm

While effective on the ground, in most terrains, the Kabals truly excel in space, having some gifted visionaries and architects on their side, as well as the technology gleaned from the Infinity. This has allowed them to produce a great fleet capable of defending their empire, and transporting their army across the stars. Below are some of the more potent ships, but they will mostly always be supported by Frigetes, Destroyers, Cruisers and Strike-Fighters/Strike-Bombers

You could open that galaxy "map" I provided and draw your faction's place on it.
If it's only a few star systems large you can just draw a point with an arrow pointing to it with your faction's name.

I think you confuse crew numbers with passenger capacity.
Anyways whether it's for cargo or the passengers the "standard" value shows the ship's allowed capacity without compromising its other functions while the "maximum" is when the ship's temporally re-purposed for a certain function alone.
In case of max cargo/passengers the ship's emptied of almost anything else. No fighters, extra munitions or anything aside from the bare essentials on the ship to allow it to be filled to the brim.
These are the extremes like when these ships are used to evacuate people or somehow they require tons of goods or troops on the warzone quickly.

As for being "Gaia bait", I suppose in a fleet battle the Galaxian Empire's loses would be considerably higher than yours. On the other hand they can soak up sacrifices extremely well.
Though given how far your empire is I doubt the Imperial Galaxian Fleet would ever bother your borders.

But yea, Kabal Empire is very much with the british mentality, small groups of highly advanced things. While the Galaxian Empire seems very American. 'If at first you don't suceed, throw more men at it'

Edited that post with the Galaxian Empire's current batch of starfighters, the Walküre VII.
Also here's a quick explanation for the imperial warp classifications.
Warp 1 means the speed of light or circa 300,000 km/s
The numeric part is the exponent so for example Warp 1.2 means 300,000^1.2 or about 12.5 times FTL.
The fastest starship drive in the Galaxian Empire is about Warp 1.7 which allows a ship to travel 18.7 lightyears in a day.
For expressing more slight differences in speed the Galaxian Empire uses the "sub-warp" figures which literally only tells the speed difference between you and the other ship expressed in the fractions of the warp factor.
"Sub-warp minus three-point-fifty-five" with the speed of for example Warp 1.55 means the other ship is moving at roughly Warp 1.495 so they can catch up to the other ship from 10 AU away in a bit less than 10 hours.

Anyways, you really-really don't need to think much about this.
Just take it as a random technobabble.
I don't think I'd always do the correct math either. Just say what is roughly appropriate by gut feeling.
