The way he would work is that he has powers of phycosis, where he naturally makes the minds of people and the world around him a bit less in conatct with reality, and a bit more fearful. He and everything around him seem much more insane and fearful. Now, if there's a man who's afraid of clowns, Bobo the Clown's natural ability could be a bit... dangerous. He can also actively use phycosis powers, to create one's fears in their own mind. The very dangerous thing about this ability is that if somebody's really afraid of clowns, likely, the fear he induces mixed with their natural fear could... cause some damage. Possibly, they would hallucinate something attacking them, but likely they would be inflicting self-damage, but that's only if they were really afraid of clowns. The better side to his passive and active abilities are that the fact that if a person enjoys clowns, the fear abilities are cancelled out for them, and are replaced with the world being much happier and much more fun passivley around Bobo. In his active, he can make people's joys and desires and happiness come to real in hallucinations. That's about all his abilities have to offer.
