I'd say Video Games would still have developed eventually, just never becoming as popular as they did. Or getting past NES-level development.

@Orcus, there's about an 80-year difference between the start of Fallout: Tactics and the start of Fallout 3.

I've done a bit of math. The difference between the time of the second expedition and Fallout 3 is 23 years. So far, so good. The time of this RP is 12 years after Fallout 3. Combine that together for a total difference of 35 years between the second expedition and the start of this RP.
