She would've been a doctor treating Meltdown when he was first exposed to the 'silver skin' and was also exposed to it. In her case the alien metal fused her body with medical equipment in the hospital, almost killing her in the process. Most of her body is now mechanical, with only her brain, spinal cord and some sections of skin still remaining.
The silver skin now acts as an alternative for blood, transmitting signals around her body and allowing the disparate components to operate together. Whenever she picks makes physical contact with a piece of equipment the blood can 'infect' the item, adding it to her collective for a short period. Ulyana can't hold onto too many items at once however, otherwise her 'blood' gets too thin and she loses the ability to coordinate her body.
If I went ahead with her then Ulyana would be the reason Arthur went on the run in the first place. As a civilian doctor Ulyana had no real experience with the military until Arthur came into her life and when they started to pushing her into hostile actions on behalf of the government Arthur rescued her from their 'care' and headed out into the world, linking up with the group as a way to keep both himself and Ulyana safe.
Hardline would be a reluctant heroine, with the potential for mass destruction if she truly wanted but without the inclination to use her powers in that way. Having her as a pawn of the military would've been something she'd have despised, much preferring her work saving lives as a doctor to taking them as a super-powered secret agent.
So this character will be the person who the squad answers too, another superhuman who serves as one of the many people between teams and the actual command.

Personality: The boastful woman is very confident in herself, both in her abilities and simply herself in life. She is known for a fearless and never say die attitude, making her popular with fellow soldiers when combined with a strong sense of loyalty. While normally more mission focused, she doesn't mind occasionally relaxing and having fun.

Now an Elite Soviet Super Weapon she is physically far above that of normal humanity and most of the previous generation super soldiers.
Her bones and muscles have become rebuilt much stronger despite only making her slightly larger than before. She is now capable of juggling tanks as if simple toys, and has stopped speeding trains in their tracks. Most bullets don't break her skin and even higher caliber ones normally stop on her flesh. Tests have shown her body can take hundreds of tons of pressure before beginning to become seriously damaged by it and has been hit with lower yield bombs and only been slowed down.
While her body is tough to injure, when it does happen it will heal itself at a much faster rate. Healing most non lethal wounds within a day or two even if it would take a human weeks or months. This combined with resistant built into her new body also makes her incredibly hard to kill via poison, with most just making her temporarily sick. She can maintain a full sprint for about an hour and half, with a top speed of roughly 300 mph (482.8 km/h). Her powerful legs also allowing her to leap onto small buildings.
Her sense of sight, smell, and hearing are all 5 times that of a healthy human
Weaknesses:
The process that made her killed almost every kid that was selected, of those that made it through the surgeries, about a third died from the later tests and another third passed and died from their bodies breaking down. Vera herself requires special medication daily and is required to frequent visits to special doctors to keep her body working. Without the medication after a day she will find enhanced healing gone and after 3 develop flu like symptoms in addition to random moments of extreme pain. She will die within a month.
Certain more easy to access chemicals can stave off death for longer but won't stop the pain or restore her healing factor. She requires the specialized drugs for that. Even with the drugs her body is at risk which is why she has see special doctors often to check up on her and fix any issues that develop.
Weapons: A combat Knife made of a secret soviet alloy, designed to pierce psychic shields but can be used to cut open most metal plating.
Gear: Various by task, but she always has a com link.
Skills: CQC expertise: She has been extensively trained in both striking and grappling by the top Soviet combat instructors, allowing her to get the most out of her strength.
Brief History: During the start of the third world war, the Soviets were hard at work on making the next generation of super soldiers before the Americans did. Tests were done in all of their republics to find children who had the right traits needed for their procedures, Vera was one of 5000 children deemed compatible. First there was the mental conditioning, breaking and remolding the kids to become effective soldiers, many were too damaged by that stage alone. After that she and the others were subjected to dozens of extensive surgeries, rigorous physical training, exposed to strange and deadly energies with no protection, and injected with countless chemicals. 1 third of the children died before the process was finished, those who survived were a new type of super weapon. They were meant to wreck havoc on the ene yas living power weapons, shredding through armored vehicles and keeping focus from the bulk of the Soviet military. When partnered with the powerful state psychics they would armies in their own right often forces enemies to destroy their own territory and bases to stop them. Most of them didn't see much combat however do the war ending before the younger ones were battle ready, most are now used to help enforce order as the State focuses on preparing for a proper offense against the aliens. As a well respected soldier, Vera was offered by her government to work with Prometheus given a position of authority over other superhumans to ensure that Soviet interests were kept in mind. Now she focuses mostly on Prometheus actual purpose but has not forgotten her loyalty to her people and does all she can to ensure that the Soviet members of the Prometheus command don't lose sight of why they were actually selected.
Other: She isn't part of any of the superhuman strike teams. She does solo work, as well as serves as a supervisor to some of the newly put together teams.

Hardline's body is made up of metal which has been densely packed by her 'silver blood', giving her incredible durability and resistance to most physical forms of attack. Due to her synthetic nature she is also immune to most biological and chemical agents designed to incapacitate normal humans.
Having absorbed a small portion of Meltdown's liquid skin, Hardline is capable of using the material to quickly forge new armour for herself out of whatever materials are available. The stronger the materials, the denser her armour can become.
When making physical contact with any piece of technology Hardline can allow her silver blood to attempt to fuse ion into her body, integrating whatever abilities the device may have had into her own systems. DUe to the limited supply of her silver blood Ulyana usually focusses on absorbing a few small items at a time, but if required she could focus all her blood into taking over a vehicle such as a truck, tank or small aircraft. The integration process allows Hardline to fully understand the functions and operation of the equipment she absorbs, allowing her to use the item as though fully trained in its use immediately upon completion of the integration process.
Weaknesses:
Hardline's components are dependant on the supply of silver blood she has within her, which she cannot replicate on her own. When required Meltdown can 'transfuse' Hardline with his own material, but such an opertaion takes time and leaves them both in a weakened state until the blood can be fully integrated with her systems once more.
Hardline's body is made up of whatever pieces of technology she has managed to absorb recently and is held together by her silver blood. Anything which would affect the blood can leave her literally falling to pieces, unable to defend herself until her blood is either restored to her control or replaced.
As none of Hardline's original body remains many have questioned whether the consciousness which identifies itself as Ulyana Yakovna is truly the same person as the doctor who ewas infected, or whether the personality is merely a synthetic copy of the person she was being used by the silver blood for its own purposes. Unable to prove even to herself whether she is actually the real Ulyana or not often leaves Hardline bitter and remorseful.

Since Hardline can integrate any weapon or piece of equipment she is required to use on a mission into her own body she tends not to bother with a standard loadout, instead taking whatever equipment will be needed for her latest mission, or procuring equipment needed in the field.
Skills:
A trained doctor and experienced field medic, Ulyana is able to treat most wounds on the battlefield, or at least stabilise a patient in order for them to be medivaced to proper treatment facilities. Through her exposure to technology and equipment through the use of her abilities Ulyana has begun to learn rudimentary mechanics and electrical maintenance, although she has little understanding of computer coding and programming.
Brief History:
Once a simple civilian doctor, Ulyana's only real claim to fame was that she was the attending ER physician on call when Meltdown was first brought to the hospital for treatment following his exposure to an alien meteorite. While treating him the metal skin attacked the doctor, infecting her with a small portion of itself before Meltdown learnt how to control it. At first it seemed that no harm was done, but over the next few days the silver blood worked its way through Ulyana's body, learning her physiology until finally taking control of her.
Seemingly unable to understand the purpose of an organic body, the silver blood began fusing medical equipment into Ulyana's body while she was asleep, and by the time she awoke over half of her organic systems had been replaced with a mash-up of different electronic and mechanical components, all working under the guidance of her metal blood. While panicking at first, with Meltdown's help Ulyana discovered that she could direct the blood herself, rather than letting it control her, but with most of her body already adapted with synthetic components at that point it was too late to save her organic form, and so she embraced the upgrades given to her and allowed the blood to fully transform her into an artificial being.
When the military heard of her powers they immediately took steps to bring Ulyana under their control, seeing her potential as a weapon to be used against their enemies. While refusing at first Hardline eventually agreed to work for the military, but only as long as she was allowed to chose her own missions. Watching from a distance Meltdown became worried at the military's influence on the young woman, who was clearly being manipulated by her superiors into making difficult moral decisions which would eventually lead her to accepting the more vicious and aggressive assignments they wished her to carry out. Making contact with her via their shared technological link, Meltdown managed to convince Hardline to have herself transferred to the same group he was working for, one that was considering the benefits for the entire world, rather than the limited local viewpoint of the Soviet military.
Other:
With her silver blood being the same material as Meltdown's skin Hardline appears to have some sort of connection to the scientist, although the exact nature of this connection is unknown. Able to sense when each other are in danger, as well as having as having the uncanny ability to always find each other, no matter how far apart they are it's clear that there is more to the silver blood than would first appear.
Ulyana's not afraid, but Arthur's afraid for her. He's not a native born Russian after all, just an immigrant, and so doesn't understand the True Glory of the Motherland.
