They don't the royal palace bugged, they are literally just deploying after the Emperor told them too.
I'm not planning on having them steal military secrets or kill a royal family member, they're just their to see the side of Tin that the Sultanate doesn't want the Yamatai diplomat to see. At worse, they'll rile up the populace and add some fuel to the chaos if someone else starts it so they don't have to take the blame of starting it.
All in all, they'll probably end up as extra guards for the diplomat, in shadows of course.
If they're just sneaking into Tin and trying to stir up trouble, then fair enough. I don't have a problem with the idea of you actually gaining knowledge of Tin's doings (not much will be discussed that the world wouldn't already know or suspect, aside from a massive embargo) so much as the idea that Yamatai can somehow know what's going on inside of the palace.
As in for diplomats, keep in mind that we made a history between our nations a while back and they don't get along well. Your diplomats would be watched closely and not trusted, so sending in spies through the embassy probably wouldn't be the best way to do it. Probably better to just find someone who looks like a Tinite (or better yet, is one), teach them the language and culture of Tin, then smuggle them in. According to Mihndar (I think?) Tin is apparently bigger than Russia is in the real world, so it's feasible to sneak in a few spies into one of their borders that isn't watched closely.

The OP has established that you can either pick one of the few remaining map empty spaces or take one of the people's territories that haven't posted in a month.Ironically that'd soon include me.

Perhaps a better idea could be to warn these "inactive" people again to see if they are still in.
And then declare NPC or abolish the nations by inactive players.
Sure, it's a tiny bit work-intensive but this is the most fair method, IMO.
