I think I'll go the powered item route.

Power(s): N/A. Carol receives power from her item.
Power Item: Her wheelchair. She and it are bonded such that it is now like an extension of her and can move at her will. Quite helpful for getting around or the occasional spill. But those are just fringe benefits.
Probably most unusual is that it can transmute into her clearly out of place armor. Carol always had a fascination with the ancient gods which was apparently dictated to the item. When armored Carol is not only able to walk but capable of lifting 1 ton over her head with ease. Her appearance changes along side the item and she gains the durability to match her strength. Carol would have liked the ability to fly but it seems that even her imagination limited it to hovering.

Personality: Usually reserved, Carol is used to a more quiet life. She however is having to learn to be more bold as her newfound power has placed her in unknown territory. Having been on the helpless side of things she feels that she should use her abilities to make things better. Probably over idealistic given public opinion and the forceful reaction by the government.
History: Not a terrible lot to tell about with regard to Carol's early years. An energetic girl that loved to run and play. Quite a bit of that however was taken from her by a car accident. From that point on she had wheelchair bound. Not originally from Grayshire she had only lived in the town for a couple years before the attack. Even with the short time there she was known for not letting her disability prevent her from enjoying life. It did make some things a little more difficult and she occasionally missed being able to walk. But not much could be done about it right now, at least so she thought.
The Gray Bomb changed everything. Being in her state Carol was one of the first to be evacuated by local authorities. However, in only a few days it became apparent that whatever happened was no ordinary attack. Reports of people gaining superpowers prompted a swift response from the military. People were rounded up and seemed to just vanish. Carol herself was approached as it was no secret where she had been living during the attack. But as there were no traces of anything unusual with her she was left largely alone for suspects that were more clearly powered.
A month passed and even Carol hadn't noticed anything out of the ordinary. Not being powered was a mixed bag in her mind. On one hand it would be really awesome to have powers. On the other it was a relief that she didn't have any because no one would be after her like on the news reports. And then weird things started to happen with her wheelchair. It would start to roll before she even had the chance to move her arms. Were it not for the event at Grayshire she would have thought the thing was haunted. Maybe she did have power but try as she might the chair was the only thing that moved like she wanted. Unable to figure it out she kept the strange behavior a secret. Of course a moving chair paled in comparison to what happened later. The wheelchair coming apart it twisted and stretched, changing color and physical properties, to become new clothing and armor for the undoubtedly surprised girl.
