@6slyboy6 Guns don't have to be rare. Like you stated in the first post: There were two big wars, there are some people who are bound to have guns. Just make good ammo really scarce. Crappy ammo is more abundant, but makes the gun go crappy. (think Metro 2033 style)

@Flynn No way hose! They could have said they had a gun in their CS. Only Desire did. Now guns are ain't rare but they are mostly hand made with shit ammo. Good guns and good ammo are rare. So a revolver with prime ammo is a privilige of kings

@Voltus_Ventus Not bad, although I don't like the iron sights on the tip, and I'm not a big fan of the slanted scopes. But that thing can still kick some ass.

@6slyboy6 Well, I take it that Levi has some cache of bits and bops on his airship. Why not let them make their own gun, or let one character make other peoples guns. Make it a test for the engineer, to see if he/she can fit on Levi's ship.
Or... you could always have the cache contain guns themselves and just skip the whole crafting part.
Another idea is that you just obtain them along the way, but each time it's only a few, and the crew has to decide who get's what.
So many ideas!
