No, I can not allow it.
I am rather interested in a detailed reason why.
It isn't like I would be having unfair advantages over the others. I'd be just... different.
Martians never invented the wheel thus they have walkers.
Also their exclusive form of space travel is via building massive projectiles shot from an even more massive cannon which is why they haven't received any help from homeworld in decades and have no way to return.
If you want a setting which doesn't rigidly adheres to the cliches of 19th century settings then my Martians are a perfect example which breaks the mold.

As ridiculous as this is, and as unlikely Duck is to accept it, OHMYGODPLEASELANDINCHINA. That'd be perfect for justifying Japanese conquest of Asia by framing it as liberation trade deals to get at Chinese resources!
I would rather not hold huge lands in dispute. Given the climate on Mars I thought Martians landing in the hearth of Africa could be interesting. Either that or an isolated island.

The reason why I do not want Martians is actually rather straight forward and simple. This NRP is supposed to be a Pseudo-version of our own world with Steampunk technology, with themes of Nationalism, Imperialism, and Colonialism. It was created as a way of giving players more freedom in creating their nations and more freedom in designing tech. Martians really do not fit into that.

This is a Steampunk RP, not a SciFi Alternate History RP.

Steampunk is sci-fi and extraterrestrials aren't even taboo for the most classic steampunk settings.

Can't see any of these points hurt with Martians. It isn't like the entire world would suddenly start fighting a grueling war against a Martian invasion.
Steampunk? Check
Freedom in tech? Check
Freedom in nation concepts? Check!
Imperialism? Colonialism? Double Check!
Nationalism? Racism? Triple Check!

While I support @Willy Vereb (It's a great reference to War of the Worlds, and I love War of the Worlds), we all know that it's kinda futile to argue over it now.

Once duck has made up his mind trying to sway it is damn near impossible.

However I think Martians would be cool ^_^

Willy, you have two options.

A. Apply as a regular human nation

B. Get out

If you attempt to argue with me some more, I will you assume you have chosen B and I will ignore you.

I don't argue with duck in the sense of the word. I can see reasons why Martiabs can be banned.
But the reasoning they are not steampunk or would be against the game's theme are both incorrect. I feel a game which is deliberately set up in a different world to give people freedom should be flexible enough to roll with ideas other than expies if RL nations customized by a few extra features.

I chose B because I refuse to work with a GM who can't even speak with its players
properly.
You may wish to tone down on this attitude in the future.

To be honest, you came in here with an idea you knew wouldn't be accepted, and instead of backing down started arguing with the GM. You refused to work with Duck before you even came into the thread.

For my two cents, I think the Martian idea is cool, and I'd trust Willy to make it work in such a setting.

Why? Everyone would just give my people and the Martians disease ridden blankets. GG

Mostly because I wanted to conquer and conscript them into my Janissary Corps. Because what would be cooler than Steampunk Ottomans with Martian Janissaries?

I rather not pollute this thread with long arguments because it'd cast a bad shadow over the game so I answer this once and then let it be burried to oblivion.
You got it backwards. I pitched a strange idea which perhaps can be rejected. Duck's response was uncaring and hostile. I didn't challenge his authority, I asked his reasons. If people are incapable of even basic discussions like this then we may as well forget the OOC. GMs do have authority but things don't stop there. You work with the players, not rule over them. If you aren't capable of that then we have issues.

EDIT: I have the best wishes for all players here. I have no hard feelings and besides given my list of RPs balanced against my free time I may have dragged you down anyways. My suggestions to Ducd and the not so recent trend with GMs not bearing any critique is worrisome to me. GMs are people, too. Remember that and look at your players with some humility. Again, I wish all players to enjoy this game to its fullest.

I lose interest in being nice to players who in the past argued with my human player in a Sci-Fi RP over a name and then also got mad when said human players history didn't work for theirs, even know they hadn't even posted a app yet.

In short, you hold a grudge. Yeah, another reason I shouldn't be in this game.
This is an Internet forum about people writing collaborative fiction as hobby. If you can't get past petty things like this then it's going to get increasingly more difficult for you to enjoy a game here. Kind of explains a few things to me, really.

I don't hold grudges. I simply do not put up with shit from players who can't take no for a answer and caused me trouble in the past.

That is basically the definition of grudge: a persistent feeling of ill will or resentment resulting from a past insult or injury

When did I say I wish ill will or resent Willy? I think he is a fine RPer. The thing is that when someone causes trouble for a GM in one RP, they will do it again for the same GM in a different one. That is why I am colder towards Willy, based on his past actions it's likely he will cause trouble again.

Alright everyone, mellow yer' mammaries. I've got opinions regarding Duck too, and I also have opinions regarding the situation. Personally I think that Duck is being overly hostile, and letting grudges control his actions. Whoop-de-doo. Now can we just move what is quickly becoming a heated argument over into a PM, and leave the OOC for focusing on the RP itself? It's these kinds of arguments that always plague these kinds of roleplays, and I tend to peg them with killing it off. So please, let's just calm down in here. I'll even make PM for y'all to argue in, but arguing over who holds a grudge or not isn't related to the RP.

Please, can we not screw this one up?
