That was the case for two and a half volumes before it was thrown out the window for the Schnees, but they're family and World of Remnant explained that can be the case with family, so it can be allowed. Plus, the only illusions we've seen of Neo's are her getaway with Roman - which was plainly toying with RWBY and done for visual effect - and her disguise for the Vytal Festival - which I find it hard to believe shattered at any point, or it would give up the whole ghost.
There's no way Mercury - a character whom, up until this point, we have had no reason to believe has any illusionary talent whatsoever, and in fact has a character and fighting style that seems to be based entirely around his own footwork - and Neo - a character designed around the very concept - have Semblances that similar. Emerald, maybe. Illusion!Yatsu was approaching Coco a few weeks ago at the exact second that Mercury was knocking the real Yatsu out, so it couldn't be him, but there's the potential that a master thief would have a Semblance designed to trick people.
But if you're really not inclined to believe it was Neo, Emerald's a more plausible option than Merc - and even still, her Semblance being illusions would make Neo superfluous as a character.
