As for Ark,do you realize that the Zeta Squad is very evil? Are you sure Ark fits in a super evil villain team? If so then he is accepted.
Let me know, I'll hold off on adding Ark to the list until you read this.

Yeah, basically what I want to do is: 1. Sneak a villain into the Omegas (Horizon), 2. Sneak an anti-establishment-type into the Assassins (Interference), and 3. Sneak a hero into the Zetas (Ark).

My current understanding is that the Zeta Squad are an uneasy alliance of selfish supervillains without a rigid command structure. If that is indeed the case, then Ark stays with them to hide himself and the Bresleen, as well as keep an ear out for human attempts to ally with the Galactic Council, attempts which he plans to disrupt. He believes the Council is evil and does not have the Earth's best interest at heart. He does understand that angering the Council might put the entire Earth at risk, but for him, each Bresleen life is sacred, as is a human's, but several trillion Bresleen live in his body, so to allow one human (or 6 billion humans) to die in order to protect the trillions of Bresleen living within him seems like the ethical, utilitarian decision, and something he would resort to if necessary. He might help the other Zeta's with their 'heists' but he does have a moral compass (even though its very grey at this point), and there will be friction. He also sees this as an opportunity to make the plight of the Bresleen known to the public, but he'll have to fight the governments of the world and the Galactic Council to spread his word.

As for the Zetas, they might lack a bit of structure but they make up for it with Madness!!!!!! The Mad Merman is super intelligent. This makes him one of the most dangerous villains. He is as crazy as the joker but as smart as bruce Wayne and Einstein put together ten fold.

The Botanist Mortician has a bit more morals as a villain but is as equally dangerous. You might have better luck negotiating with Sebastian then you would Marvin Frosner.

The three founders are the old school guys and the most dominant and powerful. That's why no one has overthrown them.

And this is why my guys are all second stringers. Powerful, yes, but not too powerful to be a threat to the leadership. Squad is good but not overwhelming. Bootstrap is the 'upgades/tech guy. Necron is only dangerous AFTER a bunch of people have already died. And Genie is only dangerous because of the wishes he can grant for other people. Chi-tah is so far only an empowered speedster so the likes of flash's rouges gallery could mess him up.

Yes.

The Faction of Brothers is the least populated group. If it stays under populated then I'll just add NPCs. They can always be removed later if needed.

Stampede is kinda like the juggernaut meets rhino I guess, only he is not in a suit and actually looks like that.

@Pumpkinlord I hope you don't mind, but I took control of Harth for a bit in my post, but feel free to have him assign tasks for the Assassins. At this point, Interference might as well be the Assassin team captain.

So the Omega league is going to try and figure out what's going on while saving people?

That's cool. I wonder what the US government is up to causing destruction to its own city?

It'd be interesting if their goal was to get the Omega League out there at the same time as the attacks so that they could be blamed for them. Trying to discredit mutants perhaps?

That makes sence because it ties in well with the US /The Assassins whole mutant registration act enforcement goals.

I don't think the Omega league is %100 for the mutant registration act, but more so for the unification of the people as a whole and for world peace.

I think I'll take a shot at making a character for the Faction of Brothers since it's underpopulated.

Dr. Fang decided this was the simplest course of action and Harth has no idea she caused the earthquake. She just wanted a big enough catastrophe to have the Omega League show up so Horizon can be seen doing good and join them. If Harth is suspicious enough to carry out an independent investigation on the cause of the earthquake, Dr. Fang might get into some hot water. Or he might just think it was a freak earthquake.
