How exactly is Reathos going to enforce this? Sure, he's a god, but is he really going to spend every single second of his life reaping the lives of every single being? That sounds a little hard to believe even for gods to do.
As said, there is a natural order. Things die automatically normally. And the souls released will be attracted to the Wraith Stones or Wells of Souls. But if a being is too subborn to die (IE he's immortal so old age or kidney failure doesn't do the job) then Reathos must step up. And yes, even then there might be too many beings. That's why he's going to have several followers and servants who hunt down the valiant heroes and demi-gods alike. Also undead and half-soul demon possessed beings will be hunted.
Though as said, there are ways to make a deal with Reathos to extend a life. Depending on how good he is with the parent gods, he might just first go talk to them maybe. But even if they extend Toby's life.
