I'd prefer no. The station has a massive population and a large percentage of those people have criminal backgrounds. It shrinks the universe if characters are like "oh yeah, I know that guy", kind of like how in Star Wars the same ten people keep bumping into each other across the galaxy.
That and from a GM perspective, that verges on taking some form of control over NPCs that not all players can. You'd be amazed at how much you can change by even something as trivial as stating what their reputation or interests are.
