First off, before you even read the starting OOC post...I completely stole the idea from Fallout New Vegas, except add a disease in some bombs, and boom. You have Canilo. This is a role-play for those who want to play something like Fallout, except maybe you don't wanna go by the exact info in the game, or maybe you've never really played it but like the concept. Well, here you go. Enjoy. ~<3





My Dear Canilo







Brief History


In the late winter, January of 2089, it became known that an artificial virus had been undergoing development in Russia for decades. This virus, known as the Canilo virus, would later play a major part in the Russian-American War, which lasted from May of 2091 to January of 2092. Russia declared war on the United States after a large, fatal comet strike upon Moscow was mistaken for an attack by the U.S. military - which was rumored to have been a reasonable excuse for a war that was bound to happen anyway due to tension between the nations on account of rapidly growing military. The comet killed half of the population of Moscow, roughly 15 million people. This sparked the Russian American War, and the first and last fatal outbreak of Canilo, as militarized by the Russians. Intricately crafted, deadly bombs carrying the Canilo virus were dropped upon the United States, not only effectively damaging the land and rendering crops unproducible, but also infecting nearby plants and animals - which, in turn, managed to infect many other citizens of the U.S. Later in the war, after the majority of international activity from the U.S. ceased, agricultural aircrafts would be utilized by the Russians in order to spray infectious particles on remaining edible crops. Russia, expecting that the land would soon become devoid of life, failed to occupy the area.

Which brings us to the current year, 2198. Many surviving occupants fled the country, however, many others have remained and watched as the land became desolate and nearly uninhabitable. The four major states surrounding the Mojave Desert -- Utah, Nevada, California, and Arizona -- have become the most populated states in the U.S., as people have found that the animals there are less mutated from the disease, the water is less contaminated, and the soil is more fertile. Stranger still, settlements have been formed and continue to form, as if the nation is being occupied and developed all over again.

In the current year, the fatal effects of the virus have diminished greatly. It is far less likely for a human being to die from Canilo, and rare for animals to die from it. As the virus is very long-lived (at least, the lesser version), even outside a host, the soil itself is often infected, and the virus is found in a majority of plant life. Mutation of animals is common, mutation of humans less likely, but not unheard of nor unseen. At least one in twenty people will develop or be born with some type of physical or internal mutation. Physical mutations in humans are much less common than internal mutations. There are other side effects of Canilo, though current scientists and medical researches are still in the process of getting this information released to everyone.



Symptoms of the Canilo Virus (During the Russian American War.)


The Canilo virus generally had a seven day incubation period before the first symptoms started manifesting.

[Symptoms starting the second week of infection included:]
Coughing, sweating, chills, and fever ranging from mild to severe.

[Symptoms starting the third week of infection included:]
Fatigue, vomiting, diarrhea, pulmonary edema and more intense second-week symptoms, such as severe mutation.

By the fourth week, the virus became fatal. If the infected had not rid themselves of the virus prior to the beginning of the fourth week, survival was not likely.

[Symptoms during the fourth week (leading up to death) included:]

Hemorrhaging in all internal organs, extreme fluid buildup in lungs (producing similar signs as tuberculosis), hypersensitivity, high fever, and kidney/liver/heart failure.

Note: During the fourth week, assuming the carrier had survived, there may have also been traces of blood present in excreted waste as well as vomit.




Post-War Symptoms of the Canilo Virus


Lesser Canilo virus
There are currently two strains of the Canilo virus. The first is very mild, for the most part, responsible for the majority of the mutations present in the general population but not generally having serious adverse effects otherwise. It it present in the majority of people and animals, and those who are neither born with it in their systems, nor completely immune, generally pick it up simply by environmental exposure. This is the form that is present in the plants and soil, so it is near impossible to avoid. Should there be any noticeable symptoms, they generally fit what most from before the war would consider a cold or mild flu, and are not deadly, though they can resurface occasionally.

Greater Canilo virus
The second strain, and the far worse of the two, is the one that will result in death on occasion. Incubation period is still about a week, with the visible effects running their course within a month. The start is generally mild: fatigue, congestion, sore throat, coughing, and sneezing. After a few days this progresses to fever, chills, sweating, and upset stomach. By the third week after contracting the virus, fever is generally severe, along with vomiting and diarrhea. Fourth week is generally a recovery period, with symptoms lessening as the disease is fought off. However, there are instances where the symptoms will tally with the older form, leading to death. Death can also result from the normal symptoms, but usually that only happens to the particularly old or young.

Most people contract the Greater Canilo virus at some point in their life, generally before age thirty, though usually not before seven or eight. The greater strain is moderately contagious, but the risk of infecting others can be reduced by conscientious hand washing and other precautions. The disease is contagious during the week of incubation, so it is nearly impossible to contain completely. A person who has recovered from Greater Canilo will almost never be sick from it again, as the virus tends to stay in their system, though it can no longer be spread once symptoms fade. It should be noted that someone who does not carry the Lesser Canilo virus is at far greater risk for death, should they catch Greater Canilo, and that form of the illness usually takes its prewar form.



Factions


The Diesel

The Diesel has a monopoly over vehicles and their fuel (as the name suggests). They are one of the largest, and behave like an empire: expanding their range ever farther from their expansive partially-underground compound. They capture slaves they see wandering the desert. They kill for petty reasons and are known to screw people over in the rare event of a trade. Enforce the boundaries of their territory strictly, patrolling on whatever vehicles they can make work and carrying weapons. It should be noted that, while the fuel is still called gas or gasoline, gasoline is not used anymore.

Short history: The Diesel were one of the first factions to form post-war. It was comprised of people desperate to salvage vehicles as a means of transportation, and ultimately as a means of protection and shelter. Their group grew on account of how popular the idea was -- but it was soon discovered that there would not be enough usable fuel to last over a year. The majority were unaware of alternatives, so the small, scientific side of the faction took to researching other means of fuel. Biofuel became the top choice and easiest to manufacture by 2105.

Other important notes: The authority of The Diesel, as far as leadership and “government,” usually comes from the first son of the current authority. If the current authority has no children, then there is usually a meeting to elect who is seen fit. Women have a powerful place in The Diesel, but are still considered lesser than the men. The use of slavery did not come to be until there was a larger need for help in manufacturing the developed biofuel.

The Buzzards

The Buzzards aren’t quite a singular group that looks out for their own. Instead, it’s more of a description fitting lone wanderers or small nomadic groups that scavenge whatever they can find, be it food, fuel, scrap metal, or other parts. Fairly unpredictable. Some are rumored to practice cannibalism.

Short history: The term “Buzzards” became widely used by settlers when a person would take off on their own either to travel or to get away from crowded settlements. This name was given to them because they’re usually resorting to picking carcasses of animals (or humans) clean in order for a bite to eat, as well as salvaging “junk” and crafting it into a useful tool.

Other important notes: As stated, Buzzards aren’t as much a faction as they are individuals. There is no set authority or camp as there are with other factions.

The Mile-High Club

Despite what the term previously suggested in times before the war, the members of the Mile-High Club are, to be blunt, open cannibals and drug addicts. They trade off illegal chems, usually for money or sexual favors, sometimes for other necessities such as food and clean water.

Short history: They were one of the factions created shortly after The Diesel, and a lot of their members actually branched off from The Diesel. Over time, though, they became crazed from chems. A lot of them cannot function socially.

Other important notes: Women and men are actually treated as equals between members of The Mile-High Club.

The Solution

Former scientists, used to be respected, whose goal is to develop a vaccine or cure to the Canilo virus. Now they command a faction that consists of several prison-like compounds and whose members include guards and orderlies, and human test subjects kept in filthy conditions. Their followers are crazed and behave much like a cult.

Short history: The Solution was formed immediately after the war, following scientists from before the war who were working on a cure for Canilo. It is often an argument between The Solution and The Diesel over which group was formed first -- but ultimately, it was The Solution.

Other important notes: Members of The Solution receive a lot of their scientific information from salvaged, intact documents and holotapes left over from before the war. They believe in gender equality -- or, more accurately, they don’t believe in gender inequality, and honestly don’t care what’s in your pants.

The Boars

To no one’s surprise, this faction is usually dubbed “the pigs”. Living in large, poorly-lit underground complexes with crude farms aboveground, the Boars are known to raid settlements -- killing the men, and capturing the women and children for use as slaves. Escape is rare due to the winding, confusing nature of the tunnel system, and escaped or rescued slaves are often severely emotionally damaged due to poor treatment. Those raised from childhood are also frequently socially inept and extremely uneducated. They are prone to overstimulation when removed from familiar circumstances.

Short history: The Boars were ultimately branched off from aggressive Buzzards who wanted more of a group rather than solitude, but didn’t want to keep to any settlement or “positive” faction. The Boars know that what they do is wrong -- and they love it. They are sometimes known to auction of “leftover” slaves to The Diesel in exchange for food, water, and fuel.

Other important notes: The Boar women are treated as objects just as much as the slaves are. They are taught to keep their heads down and to keep silent. The Boar men outnumber the Boar women, as might be expected. However, they have slaves aplenty.

The Saints of the Wild

A loose, hardy group of people with good intentions and talents. They nurse back to health whoever they find lost and in need of help, and the braver of them have been known to attempt slave rescues from the Boars and the Diesel (with mixed results). They’re what remains of the region’s idealists and philanthropists.

Short history: The Saints were formed almost immediately after The Diesel, with no connection whatsoever with them. They were early settlers with extensive medical knowledge, who banded together and decided to dedicate the rest of their lives to helping others around the Wild.

Other important notes: While the Saints have higher morals in general, the women are still considered lesser than the men. They revert back to the old, traditional “Christian” ways from before the war, when women were meant to do nothing other than cook, clean, and raise children.

The Bears

Act as the authority of the Wild. They help keep the mutated critters at bay, and the riffraff off the streets. (Lookin’ at you, Boars.) They’re essentially the closest that the nation, or Wild, has now to a military.

Short history: The Bears “military” didn’t form until around 2140, after many settlers became concerned with the growing population of mutated animals as well as ill-moral humans. It was founded by a man by the name of Alan Reesnap, who gathered up a militia and trained them to become a small army. For the next fifty-some years, the army would grow, and would go under the name of The Bears.

Other important notes: The Bears currently have control of the Hoover Dam, which is the main source of power in the Wild, aside from other secret solar farms or nuclear plants that may or may not exist. In training, the women are expected to do just as much as the men, as well as in combat and during other jobs. However despite appearing to treat men and women the same, women are generally discouraged from joining in the first place, and face low-level but pervasive discrimination. Advancement is harder to obtain for women, and they are not viewed as being as strong or as effective as the males. Females who do obtain any significant rank have often performed considerably better than their male equals in order to qualify for the position, and they must work harder to obtain the same level of respect.




Powers


Powers are able to be gained through the RP when a GM sees fit. As for the starting powers, you can pick one ultra one, or two regular ones.

Pick one:
  • Ultra x-ray vision: see through clothes, skin, and objects at will.
  • Superb hand-eye coordination: never miss a beat.
  • Superb reflexes: forget about a bullet ever hitting you.
  • Ultra-regeneration: arm got cut off? No problem. Wait a couple of weeks. (Results may vary.)
  • Ultra enhanced senses: your taste, smell, hearing, sight, and touch are perfect (at least, a couple of them are.) You can tell what anything is just by using any of these senses. Pick two senses.


Pick two:
  • Mild regeneration: major, gaping wound? Give it a few hours.
  • Mild x-ray vision: you can only see through clothes - but it's something, right?
  • Enhanced movement: you knew that mutated bear was coming for you waaay before anyone else did.
  • Extra limbs: it's always hand-y to have an extra hand.
  • Night vision: look at you! Just like a cat.
  • Heat vision: extrasensory to detect incoming threats. Mostly handy during the night, especially for tracking, as you can't exactly use it through most obstructions such as brick or cement.
  • Strong bones: your bones don't break as easily, and your fingernails and teeth are stronger than the average bear's...literally.

Plots


Note: There will be individual plots/quests for individual characters based on your sheet writeup.


Diesel vs. Mile High
A secret group within The Diesel is formed, where the “meetings” consist of confidential trades with members of The Mile High Club - vehicle parts for drugs (known as chems, like in Fallout.) Eventually, more and more members of The Diesel become involved with this secret group, until the majority of the faction are buying illegal chems from the Mile Highs. In a later meeting, one of the leaders of The Diesel decide that they deserve the chems for free - and end up raiding a couple of Mile High camps for the chems. Blood is shed, chems are stolen, and the Diesel get away. From then on, raids of the Mile High camps become frequent, causing the Mile Highs to begin to die out from withdrawal and murder. The Diesel goes as far to raid the main Mile High camp, one with much more manpower than The Diesel expected, and an all out war is started between them.

The Thirst
In times shortly after the outbreak of Canilo, many survivors resorted to cannibalism in order to stay alive, unaware that the desire to cannibalize was a major side effect from surviving Canilo infection, and was somewhat contagious itself. This was before the engineering of crops and mutated animals to make them more edible (and desirable.) As generations progressed, stories were passed down that humans used to eat nothing but other humans’ flesh.

The Thirst is being spread like the very virus itself, mostly found in camps of The Saints of the Wild. Settlers and other factions are convinced that it’s the human race trying to revert back to the “old ways” of eating each other for survival.

Note: The Thirst can be contracted only by those that have had the Canilo virus, but this is a large percentage of the population. It can be transmitted by saliva and other bodily fluid -- essentially an STD. Basic precautions can severely limit its spread.

Hoover Dam
The Solution is in dire need of more access to power in order to continue their research for a cure and/or vaccine to the virus. However, the main source of power, the Hoover Dam, is under control of The Bears. After several negotiation attempts, it is made obvious that The Bears will not go against their leader to distribute more power to The Solution’s base than the rest of the factions or settlement towns. An infiltration of The Bears’ Hoover Dam outpost is planned and soon to be carried out.

@Bishop I haven't played Fallout either, and can you elaborate on powers? If you mean supernatural stuff like shooting fire out of hands, that's going to be a no. I wouldn't be opposed to things like enhanced senses, but @Terrorbubble has the final say.

Yeah, there's not usually superpowers from the radiation in Fallout, but since we're dealing with a mutation disease, I guess we could do things like...

Maybe x-ray vision, extra limbs, night vision, things like that.

Faction: Buzzard
Abi finds herself most comfortable underground in a small city, formerly known as Jewett City. She hasn't had actual contact from another being since her brother died. Her mother died before the virus, and her father worked in a hospital that was bombed. She can monitor the above ground with her surveillance system.

Gear/weapons: A computer she took from one of the abandoned homes, she had hooked up with the hydro-plant from the city's power source, as long as water keeps flowing, so will her energy supply. She has a rigged entrance to her underground, as well as the exit. She knows who's coming and going, from her computer she hacked the sewage surveillance and moved the cameras so she can see who ever might wander through.

Personality: She's kind, when she see's someone on her screens she indirectly helps them find hidden food, or small scraps of material.
History:
Before, she had been in a fraction with others, The Solution, but that was only because her father's friend had taken her brother and her in. But they poked at them with needles, eventually over stimulating her brother and killing him. She had managed to sneak away by using a drug that stops the heart beat for a few minutes, by playing dead before hand, she was able to inject herself when the guard went to tell a doctor, she was thrown out with trash to go to the incinerator. But managed to wade out and run.
Etc:
She's known for having a short temper with people, but can be useful and helpful. Once she can trust you, she is an amazing, loyal person.
