In this universe good and evil are represented in the rawest of forms: Agents (Heroes) and Rogue (Villains). The agents are doing their best to protect this little blue world while the rouges are doing their best to exploit it. Your story takes place in the city of Lochwell City. The premier city of the United States and the crown jewel of the west coast. Sitting off the Northern coast of California and bordering Oregon. The city has been around for a long time and has attracted the eyes of many, good and evil. Now you have been captured by the ARGO (Anit-Rogue Global Orgainization) and sent to Illwood Correctional Facility. Here at ICF they have a cell with your name on it and you cannot get out. Or can you? You need to get out and back on your grind and there are others like you as well determined to get out. Its time for the Rogue to come back to the world with a vengeance, and you and your new found "allies" will bring it, or the "Rogue" name will die in your own personal hell.
Before the organization of the free agents (heroes not employed and register with the governments aka UN), rogues ran wild throughout the world. Taking what they wanted, killing who they wanted, destroying whatever they could in the process. Rogues only getting caught by the occasional hero every once in a blue moon and then getting sent to a weak prison only to break out the next day.
The world was getting fed up with the "Rogue Plague" that had infected the world. So to counter this the heroes and governments of the world got together and signed the Supervillain Containment Act. Which outlawed villainy every where and demanded their capture and incarceration. Also to counter the threat the ARGO (Anit-Rogue Global Organization) was created along side Vigil, the Free Agent organization. Its main purpose is to respond to crisis areas around the world and deal with the Rouge issue. Setting up shop in the city of Lochwell, they began the construction of a new prison called the Illwood Correctional Facility or ICF by the inmates. The prison was completed 2 years ago and has been booming ever since. It has only had one successful break out and that was by the infamous (insert famous rogue name here). ICF is made so that it can be tailored to each inmate and is next to near impossible to break out of.
ARGO and Vigil has been active a little longer than 6 years and it has produces results. Giving the world a 75% crime free rate, and a 95% rogue prevention rate. ARGO and Vigil handles everything from petty crimes to major ones, natural disasters, and weird phenomenon. They have even replaced the local police departments in major cities. ARGO only employs Agents or heroes who have been registered and now work for ARGO.

A group of mobsters that focus more on embezzlement, corporate crime, and political tampering than petty turf wars. They have their base of operations in Opal Tower in Redwood. The gang is currently at odds with the Russian Mob, and their only allies in the city are the Yakuza. They control most of the money of the city and specialize in turning smaller bills into big ones. They have sown in most of the political corruption and have more dirty cops on their pay roll than any other gang.
To be the head of the Syndicate you have to have the most money. Currently the man at the top is Mr. Ripper. He is the richest man in Lochwell, some even say he is so Rich that he can buy the entire city. He is seconded by Denis, the bad boy of the group and also Mr. Ripper's older brother. He has a history and has been in this game for years. He is known as the best loan shark in the city the man can make anything into money and will take everything you have. These two have been dominating the Syndicate for the past 11 years and are no were near being dethroned yet.
The Russian mob is one of the most famous mobs around the world. Rivaling the power of both the Mexican mafia and the Yakuza. Having outlets in the most important cities this is the Russian Mob in Lochwell. They were the first gang to make an appearance in Lochwell and took over The Valley in a matter of day. Buying most of the Projects and charging extra rent while, dealing drugs. When the Yakuza came in and took over Bridge Port and the Syndicate came in and took over the black markets and the underbelly of the financial district, the mob was hard pressed on both sides and soon, due to lack of payments, it lead to the bloodiest gang war. It lasted for five years and ended in the Russian Mob losing most of The Valley and needing new management. In comes the Cherenchikov family. The have been working for the last five years to get the mob back on track and have re-taken most of The Valley with little to no blood shed.
A big clan straight from Russia. They are the type who are still fighting the Cold War. They are cold and ruthless and most likely to take your life then take your check. Living by the mob honor code they have taken the Russian Mob out of the slums and dressed them back up with a dress shirt and tie. They are led by Boss Semyon Mikhailovich Kovrov.
The Yakuza are straight from Japan. They control most of Bridgeport. Handling the west and east ports. Saying who can put their things there and who cannot. They are called the weakest by ARGO and Vigil, due to their original tactics and the lack of moderation. The Yakuza are being led by Tokunaga Kagetoki and the Shinoda Family.
Led by the 31st Generation head, Tokunaga Kagetoki, they are the strongest Japanese family on the western coast. Due to the originality of their clan, Tokunaga is trying to move them away from the old and into the new.
The Valley is the largest part of the city holding most of the crime. It serves as the center of most tourist and has the highest crime rate in the country.
On the outskirts of the valley, Chinatown is our own little piece of Asia away from home. It is also the inport for most of the drugs and trafficking for the city. Need a slave or some henchmen come on down. Need to get your next fix or start your empire we have all the drug choices. In thr mood for some Chinese we got that too.
James Williams was the first mayor of this city and he built this projects to help the low income target group find a place in the vast and wonderful place. You go here whne you need a place to lay low for the night for little next to nothing come here. It takes up most of the south sode of The Valley and most dont welcome outsiders. This is where the weak are preyed upon and the strong prevail, so ladies hold your purses close.
Mountain View is north of The Valley and is the smallest section of the city. It is home to the schools and shopping centers of Lochwell. Most of the civilan population lives in this part of town and Mountain View has the most traffic going in and out. Most of the upper and middle class citizens live here.
Welcome to Mountain View Highschool, home of the home of the Grey Bears. With colors of black, grey, and sky blue, the Bears are the place to be. We have the highest school rating and test scores in Mountain View. Want sports, we have football, baseball swimming, volley ball, soccer, tenis, basketball, wrestling, and track/feild and cross country.
The main hub for the entire city. Most of the sewer lines all run and connect to here. The legend goes that below this water hole is the lair of the famous rogue "Sewer Rat". Any manwhole will take you here with enough time of course.
Redwood, the center of all money in Lochwell and the thrid largest portion of the city. Need money there is a bank on every corner. Need to smell the intoxicating fumes, come out to the Assembly Line, a place were all of the industry takes place, from cotton mills, to mines, to anything else you can think of.

This building is the completely owned by ARGO. It severs as their global HQ and a shining beacon of hope for those all around. Standing at 75 floors it is one of the tallest buildings in Lochwell. Not only equipped with a apartment section it even has its on research center and holding facilities along with training grounds. It is the head quarters of the ARGO police force for Lochwell as well, standing as Precinct #1.
On the outskirts of Redwood, maybe 4 or 5 blocks away from Narwhale Tower, lies a massive structure smaller than Narwhale tower but larger in property standards. It is know as Vigil Tower (Watchtower), and is the base for all agents who work for Vigil. This building is the most high tech piece of anything in the entire world at the moment. Vigil's Free Agents (who also like to be called Watchmen), have access to an array of different things; Training Grounds, Hub, Home-stay Quarters, Industrial Research Lab, Food Courts, Hanger, Vehicle DEPO, and Communications room. Another thing it is equipped with are two satellites know as Watcher 1 and Watcher 2. Each one acts as giant Hubble Telescopes, that can be moved, and give live feed of the world straight to Vigil Tower. They are the reason that Watchmen were so good at responding to threats, even preventing them from happening.
Bordering the Lochwell Bay, this area of the city is the richest. More money and technology is passed through this one area than any other part of the city. It is also the cleanest and most secure. It is said that even that air is 'richer' here.
(Imagine it with out all the trees and forest and the water fall and that little part is a entry gate. Also surround it with builds.)
Sitting in the middle of Redwood, is a City Hall. It is an architectural master piece and is home to all form of city government. All government (local and otherwise) are handled in this building.
Brigeport is the second largest area of Lochwell. Being home to the largest port on the west coast. Sitting to the west of The Valley. It is the only access to the sea that the city has and its ports are owned and controlled by many.
Both docks were created at different times. The west (top) docks is the newest one and uses the same sea water technology as the ICF. While the east dock is the older one and more corrupt too. Both docks carry the import and export for the entire city.
This is the brand new infamous underwater facility. On to you can see domes that act as island floaters. These three domes hold thousands of inmates, super powered or not, and is the new kind of prison. It is an adaptive prison, meaning it adjust itself to the inmates stats. So if a rogue gains even more power then the prison will adjust itself to the prisoners 'needs'. There is a Psych ward and a medical bay. The only way in or out is through the domes on the top, and if someone does try to break out from the interior there is a flood sequence that flood each cell block (except the safe areas) one by one. ICF lays about 3 mile from the East Port.
A part of the city that is history. Like any city, things have evolved and moved on but this part of the city is uninhabited and could be considered 'dead', it is like a snake has shed its skin, its just this time the skin was never cleaned up. The southern wastelands is filled with homes and buildings covered in growth and dust. Some deer and mountain lions can even be seen sometimes. It is also a restricted part of the city but people still come here and hold festivals and flea markets. The Deadlands were created due to an event known as the reconstruction. Rogues tried to take over the city and it started a civil war, which led to the creation to Vigil.
Once the place of justice in the city now it is the home to rats and power crazy cultist. On the darker more dangerous side of the old city, it is inhabited by the cult know as the Brotherhood. The original blue prints, tell us that there is underground mini prison, the entire building is 4 stories tall and 5 stories deep. The Deadlands are a district in Lochwell but are run by the Brotherhood.
This is the house of the homeless. The Deadlands contain more than 75% of the homeless population in Lochwell. They are protected by the Brotherhood, so regular authorities cannot move in and clear them out. The people who live here are very kind but rude and hostile to outsiders.
The first mayor of Lochwell had a fascination with all of the historical buildings of the American culture. So his first order was to recreate the capitol building and name it his city hall. The nation was in an outcry for years, conservatives even went as far as protesting in front of it for three years straight. But the building stood for a long time. That is until the reconstruction.
