I'm not doing the bunch of guns thing. If anything Sun Slayers would be his only firearms especially cause they contain that sexy bladed appendage. Even More Neat.

I can understand why the rules would be more strict on technology.

Because its technology and the standards have already been set in the world for it. OP or not is one thing but it would change the infrastructure of the world. Especially since physical enhancements or super weapons if possible, could be mass produced which would cause some problems.

How far does the Thao Natural Arts go? Like..Street Fighter, Naruto, ETC? Enhancing the body? Kamehameha?

I believe its primarily among body enhancement. Ki-type.

Ki-blasts are possible(?) but I don't think its along the lines of a Kamehameha, more weak/short ranged. They are more closed ranged fighters.
