Mid 19th century is basically almost like the Napoleonic era.

I might suggest that perhaps this map isn't the entire world, but just one continent/region, so as to make these countries seem a bit less fuck-off-big.

The problem I have with Orcs socity, is that to trade with them will be difficult, to reason difficult, to fight with, lightning fast war will be the only way to kill before they unite.
