second I literally have no idea what happens to electricity when there is no oxygen present, fill me in. Also in the case that there is no gas at all what happens?

He controls oxygen, to say he makes a vaccum would be a lie, cause Sophie would pretty much be dead. For ease of understanding, lets say its a nigh vaccum.

yes, electricity can flow through a vacuum, or nigh vacuum, but it doesn't appear like a spark... more like a glow, as you might find in a neon sign. it would basically dissipate into a floaty, liquid like state the moment it hit the air, harmless.
