yes, electricity can flow through a vacuum, or nigh vacuum, but it doesn't appear like a spark... more like a glow, as you might find in a neon sign. it would basically dissipate into a floaty, liquid like state the moment it hit the air, harmless.

Nitrogen which, although slightly less, has near enough of a density to normal air to conduct electricity? Let me know what you idea on this is, because I have no idea what a nigh vacuum is so that could change my theory.

Thats a bit more complex. Nitrogen will combine with oxygen in the presence of lightning or a spark. The electrical energy from either of those sources causes nitrogen and oxygen to form nitric oxide. Without the oxygen, sure nitrogen would fill the air, theoretically, but nitrogen is a non reactive gas. Electricity can pass through a vaccum but won't solidify, it would liquidate as i said before. Im not sure if nitrogen would react to electricity without oxygen so I would say about the same effect.
But to be honest, i have no idea. So to sum it all up, Astrids lightning in deoxygenizated air would be weak, maybe come out in sporadic bursts.
