Jin Ikagi, or rather Rufus as he prefers to be called, was the first child born to a lovely couple who didn't believe in a little thing called contraception of any kind. He had two brothers and six sisters who all looked up to him while their parents worked to support there ever expanding family unit. The children would have liked to spend more time with their parents, but life wasn't a cheesy family movie, and Rufus knew very well that it was better to have somewhat steady food then see their parents 24/7 because they were unemployed. It wasn't easy, but there were worst situations with which to care for eight siblings who looked to him for guidance.
There was always a pressure placed upon Rufus' shoulders, but not once would he complain unduly or curse the fates that had encumbered him. At his bleakest he would disappeared for brief periods of time to center himself. His nickname was first derived from a tendency to be found atop the highest rooftop her could find, sometimes having gone so far as to refer to the location as 'Roof-chan'. Disturbing attachment to inanimate surfaces aside, his parents and the more wizened siblings recognized that there was a need for release in their elder that he just couldn't satisfy where he was, so along with purchasing him Deep Ground Online, they had dipped into the college funds to send Rufus to Purple Crown Academy in the hopes that it would do him some good.
And if he happened to secure himself a good position for his efforts in DGO, then it could only benefit the family in the end.
Personality:
One would struggle to recall if an unkind word had been uttered by Rufus. He's a compassionate and caring soul who handles most of life's troubles with an easy smile that some consider charming. There is a magnetism to him that can lead to complete strangers on the train confessing to him his life story, whereupon he will politely listen and nod as required. He enjoys high places with unobstructed views as well as eating seconds and thirds whenever possible. When he feels overwhelmed he doesn't lash out, but withdraws inwards. For a long time this was done literally isolating himself away and up high, but as of late DGO has served him well.
In game he is much the same as in real life. There isn't a major personality shift or sudden influx of megalomania that strikes him. He plays the game courteously and with that same easy going smile on his face. Violence is part of the game, and he would certainly kill any dissolution or player before him, but he doesn't treat it as a personal power trip.

Lvl 2- Antimatter Cascade: Launches a bolt of unstable matter from Warped Realities staff. Upon contact with a target it will explode in a 3ft radius dealing moderate damage. Every enemy killed by the original explosion will also explode for 25% less damage then the last explosion in a chain reaction that continues until no new enemies are killed. Lvl 3- Roiling Singularity: Creates a 25ft singularity that draws in unsecured enemies and loose objects alike. Does light damage while caught inside the singularity with additional damage from collision with other players and objects. Lvl 3- Twin Spells: Allows you to use two spells at the same time, including the same spell.

Lvl 6- Magus Blast: Unleashes a burst of condensed mana, dealing a high amount of defense-ignoring magic damage to anything within a 10-foot radius. Instant cast; sixty-second cooldown.
Lvl 7- Crawling Chaos: You cause pain to all opponents who are merely in your presence. For ever thirty seconds they are within 50 feet of you, they take 5% damage. Their speed is also cut down to a 1/3 of their max, and prevents flight or teleportation.
Lvl 8- Cataclysm: You raze a structure to it’s very foundation, causing 80% damage to anything caught within the area of effect including yourself and your allies. Thirty minute Cooldown.
Lvl 9- Magic Itself: Your body becomes an arcane mist. Physical damage taken is reduced by 25%, and magic damage dealt is increased by 50%. Weapon:

By the way, @Lonewolf685, your character is mostly ok by me, just that 2nd ability seems like it can generate unneeded complications.
I supposed that you could make it more balanced by having only targets that died from the damage explode? It feels more like the kind of chain reaction effect it seems based, at least for me.

Sweet slice of ass XD?! Oh my gawd, I haven't heard a line like that in so long! I kid you not, that floored me for a good five minutes with laughter!
Everything looks good. I'm only concerned about that instant cooldown time for his second ability. Unless we're working on the logic that the chances of a long chain reaction between enemies is rare.
That's better. If you want him to be able to use it every round, you can place the cool down as 1 action. That's the most indicated for a mage's main spell, just like Blossom's Lightning Bolt.
