I feel like being an outlaw is by far the least cost effective by the fact that XP is the end all currency of the game. Especially for upper level players. Level 6 is basically the cut off from it being reasonable, beyond that, there's a ridiculous amount of killing that would have to occur to make up for an entire level's worth of exp. The ratio of kills to deaths would have to be godly, for just any player, it would be impossible, especially a budding guild like the Ebony Strykers.

It isn't. Being an outlaw is less about gaining EXP, because as you say it's not cost effective. Being an Outlaw is a statement saying that you don't give a shit about EXP or levels, you just want to kill people. That's why most of the people who are Outlaws are kinda scummy. Or at least getting a real good deal out of the possibility of losing a level. Of course, level 3 outlaws have very little to lose, since you can't go lower than three once you reached it. It's one of the reasons why Arms Slave isn't level 8 right now. He's been losing his levels due to being an Outlaw to fulfill contracts.

You two may say that, but the fact that it's hard, to engage in organized PVP and grinding Dissolutions is a steep slope to climb, makes being an Outlaw a decent tactic, you just have to be savvy to use it well. More often than not, forming Outlaw bands is the best strategy as far as I could see.

That at least should be the design reasoning behind the creation of the Outlaw status, people forgetting about it doesn't make it less true. You can't simply create a feature to appease the wannabe psychos of the game. If Deep Ground is all about risk, than taking the riskiest approach should earn more results, if you have the luck/skill to back it up.

Ultimately, I think that being an Outlaw is comparable to trading high risk stocks, or beginning a startup on a barely explored field. You can get stupidly rich, stupidly fast, but more often than not, you'll end up bankrupt. In other words, being an Outlaw is for those who have guts.
