I've been play Dungeons & Dragons Online on and off for a while. It's pretty fun, and character customization is pretty open since it's based on D&D 3.5 rules with some modifications to suit a more combat-heavy game.

Aion, Everquest 2, Neverwinter, Rift, and Tera are all fantasy MMOs that have free to play access. Not sure what their F2P plans are like, if they're very limiting or whatever, but I think all of them allow you to play to max level without paying anything. Lord of the Rings Online has some free to play, but I think it has a level cap and you have to pay to go farther.

LOTRO is probably the worst F2P MMO i've tried, its more like a demo than F2P.

Aion & Rift are decent, they pretty much give you everything at no cost and they offer very WoW-like experiences, if thats the type of MMO you're after. Dragons Prophet is decent too, i didnt play too much into it, but its quite different and from what i could see, you also have pretty much no limits as a F2P player.
KOTOR is a terrible MMO but a decent co-op game if you're looking to run through a story driven game with a friend, you can pretty much do everything as a free player in that too.

I'm currently playing a game called Vindictus, cant honestly say its a MMO, all of the actual combat is done in limited player number dungeons, but its really different from most of the other F2P stuff i've tried.

Yeah, I just looked up LOTRO's attempt at free to play, and it's worse than I thought. The let people level up to 20 before making them pay to go farther, which is the same thing World of Warcraft does for a trial account. May as well call WoW free to play too, based on the LOTRO standard.

LOTRO doesn't make you pay at level 20. I have at least one character to go against this. You can technically max out without ever having to pay for anything. It will just be slow and tedious.

If you mean free to play as in not pay a thing then I'd says perhaps Star Wars Old Republic. It went free to play but it is still very good for the character stories. I love being Sith and choosing whether or not to execute characters when they betray me (I usually do...)
If you are willing to spend a one time sum then Guild Wars me thinks? I do not really play MMO's anymore. But I do recommend those two.

If on the other hand you just want a fight game I'd say DOTA 2 on steam. Awesome game is Awesome!

You can level up further than 20, the thing is every quest for over level 20's is locked behind the pay wall. So going beyond 20 is going to be a slow grind, and really, without those quests you have nothing to do in the game anyway.

LoL isnt a game that interests me what so ever. But its pretty ridiculous to call it an MMO. Its F2P, sure. But the max amount of players per game is 10. Its about as much of an MMO as CoD. I hate how "Massively Multiplayer" has gone from loads of players in the same game to a free game loads of people play.

BTW, meant The Old Republic before. Put KOTOR instead by accident.

We know it's not. Tell the truth I do believe that their are too few GOOD MMO's out there that are free.

Oh yeah, Vindictus! It's technically an MMO, but the actual gameplay parts take place in instanced dungeons. I've only played a little bit of it, but I think it's a pretty solid action game. Can't say much for how much it forces you to pay as you go further in though...

Nope, you can play it without ever spending a cent. It's rather more limiting than Dota 2 when it comes to free play, as rather than having every character available for play LoL has a rotating roster of 10 free to play characters each week, though you can earn in-game currency through playing matches and use it to permanently unlock any of the characters. Paying real money will only save you some time (by way of getting the champions instantly with cash instead of grinding game currency) or make you look pretty with skins, no need to ever pay to play if you don't want to.

LoL is fun though the community is terrible

Smite is fun because the community is terrible at being skilled

World of Tanks is fun because tanks

Star Wars the Old Republic is just fantastic as an MMO

The Old Republic is arguably lacking in some aspects when compared to other MMOs (e.g. amount of dungeons, arguably PvP, etc.). However is it still thoroughly enjoyable and does present you with nearly everything you would expect from an MMO. In my opinion it gains a massive advantage over its competition simply due to the dialogue system and story lines being amazing.
