@MysteryBroom - I like the idea of a heroic Manta, especially if he's affiliated with the League. However an already accepted player character [Lizard] is the daughter of Killer Croc and he's off limits. With Manta being JLU affiliated, he should also be hanging around somewhere other than Gotham. I'd recommend Metropolis or perhaps Coast City, and rather than fighting against Croc use somebody like King Shark...

World-class magician, using both real magic and slight of hand, Zachary has made a name for himself already.
Powers:
Zatara Family Magic/Backward Speech Spells: Nearly identical to both his uncle and cousin, Zachary can use magic by commanding his will aloud, backwards.
Weaknesses:
Power Limits: First, his power is completely dependent on his being able to speak. Second, while familiar with his own body, and the small creatures used in his shows, other people and large animals are too complex and therefore immune to his spells. This remains true regardless of the subject's willingness or the spell's intent.
Human: Zachary is a human with no more physical resilience, stamina, or constitution than an athletic teenager.
Back Line Fighter: He's rather weak as far as vigilantes go. Since being recruited to the Titans, he's undergone some hard training, but he's never had to do physical combat before, and it leagues behind his peers.
Arrogant: There isn't much Zachary loves more than the sound of his own voice, usually singing his own praises. It makes him unapproachable at the best of times, and flat out impossible to deal with at the worst.
Untrained: He's smart, but Zachary never used his brains to track down criminals or analyze data, he knows little of how the criminal world operates.
Skills:
Illusionist: Zachary's magic is quite new in comparison to his relatives. Before coming into it, he was already well established in the magician trade, by using more traditional slight of hand ticks and false illusions. It's a skill he's practiced and maintained.
Escapist: Hand in hand with his magic tricks, Zachary has trained himself to get out of a number of tight spots. Granted, he's not always going to have the just the right key in his throat, but slipping free of knots and most buckled bonds is all part of his routine.
Homo-Magi: From both his family and his own practicing, Zachary has accumulated knowledge and understanding on magic and the occult.
Languages: Backwards speech isn't a common talent, but since learning it Zachary is quick to pick up on languages.

BRIEF Bio:
The life of Zachary, The World's Greatest Teenage Magician, Zatara began the day his cousin gave him Giovanni Zatara's box of tricks. All that happened before is little more than a dull memory meant to be forgotten. Whatever Zachary lacked in real magical talent in those early days, he made up for with showmanship and flair. In high-school he practiced his illusionary tricks, finding work within the city quite easily given the family name's reputation. Just before beginning his junior year, his success grew so that he could leave school entirely to travel the world, preforming as a side act to circuses and performers.
In Europe, he met with Zatanna again and with her, discovered he could cast spells in the same manner. For a short time, Zachary's time was spent studying the occult with his uncle. But Zatara had his own work, and Zachary grew bored quickly; the temptation to show the world his new talent set him on the road again to Japan. Overnight, he went from being an opening act, to a stand-alone headliner. With a new assistant; Bunny.
It was short lived. At the request of his Uncle, he moved to Gotham, with some permanence it seemed; finding Batman and Wonder Woman waiting with a line of other recruits for the new Titans. Zachary was quickly enlisted and, to his consternation, put on a home-schooling program to complete his missed two years of high-school and an intense physical training schedule.
Story Arcs:
The Show Goes On: Since joining the Titans, Zachary has been having a hard time balancing his two careers, namely putting aside his work as a showman to focus on training. It becomes all the more difficult when some up-start fills what was meant to be his prized slot for a show in Las Vegas. Zachary is the world's greatest and most popular teenage magician, and isn't about to let anyone forget it. [Solo]
Something In the Water: Bodies keep surfacing in the Gotham river. All died from drowning, with no signs of premortem injury or struggle. All families claim their respective victims were happy, or at least in stable mental condition. There has only been one witness; a homeless woman who claims to have seen one of the victims wade into the river at midnight, but her testimony was shaky at best, and quickly dismissed by the police. But something is going on down there. [Team]

Bunny: Zachary's on-and-off girlfriend and constant assistant. She isn't terribly bright, but very reliable and feeds into his ego something terrible.

Powers: Alien Cybernetic Eye: Allen has an artificial left eye made from highly advanced alien tech and grants him several ocular abilities. He can read the energy signatures of machines and lifeforms. It also grants him X-ray and telescopic vision as well as a targeting system. Finally it can work as a scouter for keeping track of information on objects and people.
Starbuster 3000: He wields two energy guns that fire off blasts of energy. The gun has multiple modes of firepower for different effects. Normal Mode: The gun fires of a blast of energy with the same power as a basic blaster. Incendiary: This mode has the gun fire off jets of white hot flames that burns extremely bad. Power Shot: The gun fires of a extremely powerful blast of energy that can blow all sorts of metals and armor. It is very useful against enemies with superhuman durability. Rapid Fire: This mode allows the gun fire off average power shots in rapid succession like a machine gun to hit multiple foes in big numbers.
Gravity Belt: This belt grants him the ability to perform superhuman jumps and fly for a short distance of up to 2 miles.
Protective Energy Field: He has a device on his belt that produces an invisible field of energy that protects him from powerful assaults in a similar fashion to the Green Lanterns' shields generated by their power rings.
Utility Belt: He has a utility belt that comes with some basic tools as well as a combat knife made of alien metals for when he doesn't have access to his guns.
Weaknesses: His Starbuster 3000 can run low on power if used for too long and it will take a good amount of time to recharge.
While he has advanced tech for combat, Allen is still a normal human and if you away his gadgets then he will be at a big disadvantage against superhuman foes.
All of his tech can be damaged by high powered energy attacks and his protective field can be destroyed if it is gets hit by to many super powerful attacks.
Skills: Expert Fighter: Thanks to his job as a mercenary and part-time hero Allen is very skilled in combat. He is highly trained in American Boxing and an alien martial art that focuses on tripping and using an opponent's weight and power against them. He also is very skilled in fighting with a knife.
Superb Marksman: Allen is excellent at marksmanship and is extremely accurate with his weapons.

BRIEF Bio: Allen was born in Chicago Illinois as the son of the hero of Raan Adam Strange and from an early age he always had a fascination with the stars. His dad wanted to get him away from such adventures until he was older and knew the dangers of the universe outside of earth. When he was twelve enemies of his father kidnapped him and killed his mother. They took him off the planet and to one the enemy civilization of Raan's and he was used as a hostage to get at his dad.
His dad tried to come to his rescue and he had brought help with him. When the fight broke out Allen was able to escape, but his father was killed. With both of his parents dead and nowhere to really go, Allen was taken under the wing of a mercenary who had been part of the rescue party with his dad. After the tragedy that had become his life Allen decided that he would become one of best intergalactic mercenaries.
He now has been at the job for years and has on occasion teamed up with the team of superheroes known as the Justice League to take down some threats to earth. He currently has a residency in Chicago as his base on earth in case he needs to operate or do work on the planet. For keeping his identity a secret Allen uses the alias Quasar when doing jobs and performing acts of heroism.
Story Arcs: Most of his story arcs involve him hunting intergalactic criminals and monsters on earth and in space.
Supporting Characters: He occasionally will have run ins with Lobo when on a mercenary job.
Secondary Character: This is simply where you put down who you want as your secondary character be it original, cannon inspired, or reimagined cannon.

It is also bulletproof and is highly resistant to impacts. It can withstand damages but persistent blows can damage the wearer's body since it will absorb some of the shock. It can also survive the depths of the ocean and withstand enormous amounts of pressure. The suit neither wears or tears. However, it can be destroyed via an enormous amount of force. - Superhuman underwater mobility: Gives the wearer incredible speeds when swimming or diving water. The speed can be similar to a torpedo shot underwater but at much greater speeds. - Camouflage: The suit can change its colour depending on the surroundings if the wearer wishes. It also conceals the wearer’s body temperature and wards off any infrared vision. - Artificial gills and oxygen system: Allows the wearer to breath in oxygen underwater for an indefinite amount of time. When out of the water, the oxygen recycling system can supply the wearer with oxygen if he is lacking any.
- Durability: it shares the same degree of durability as the main suit has. It is made up of an advanced metal alloy and protects the wearer from trauma. It neither wears or tears - Augmented sight: the helmet is equipped with all technological means of enhancing one’s sight. This includes night vision, binoculars, magnifier, infrared, thermal, and X-ray vision. - Laser eyes: the helmet can shoot lasers out the eyes which are streams of particles which can be as hot as the sun or greater. - Speech augmentation: manipulates the voice of the wearer to conceal the real vocals. - Signal receiver and broadcaster: the helmet can pick any signal from any spectrum at any bandwith. As well as broadcast at specific spectrums at any bandwith. This ability is restricted by distance however. It cannot pick up signals too far and cannot broadcast signals at great distances.
- Harpoon gun: a custom harpoon gun. It shoots diamond-tip harpoons which are attached to titanium cable. Sharp and durable. - Two short swords: A pair of short swords which are made from an advance titanium alloy. Lightweight, sharp, durable and rust-free. - Prototype trident: not Aquaman’s trident, this is a ordinary trident made from experimental carbon nanotubes which mean it has the strength of and resilience of diamonds and can be used as an excellent conductor. It does not have any magical properties. - The Manta Sub: The good old Manta Sub that Black Manta used. It comes equipped with essentials like life support, a medical bay, torpedos, guns and other arsenal, and etc. The Sub is powered by using the ocean currents and pressure differences to turn the generators in its engine room.
- He is human, any major injury would gravely wound him or kill him. - As for the suit, it is not resilient to magic. It also has lots of electronic components which means when dealt with a large current of electricity, the suit could malfunction. Or worse, the electric shock could cause brain failure, heart failure or even full organ system damage. - The suit doesn’t provide any means of augmenting stamina or respiratory abilities. In short, the wearer can get tired or fatigue after activities. - Jackson has suffered bouts of hallucinations due to his past of drug abuse. This has challenged his mental state to be able to focus since the hallucinations occur randomly. These days, the hallucinations are about his friends who were killed by the pirates. - Short sighted, he can’t see well without glasses or contact lenses. He has modified the helmet to help him see clearly. - A huge weakness of his: he is a novice at combat experience. He relies solely on his suit and decent physique. Side note, he is a terrible shot.

Underneath the suit, he is 6' with a light brown skin and black hair. He prefers a clean shave and his hair is always cut short.
Jackson Raymond O’Reily, born from a rich, elitist family, from day one he was spoiled rotten. His father, a industrialist, his mother is a logistics tycoon. He had the whole world on a silver platter and everything he wanted was given to him in a whim.
At college, he went to Ivy league and took engineering just to continue his family legacy of engineers. Once finishing his bachelor’s degree, he took his father’s yacht and went on a cruise around the seas with his friends. Every day was a whole new party from dusk till dawn. They’ve taken their travels to every major port and harbor they could find and party some more. But his fortune would soon turn against him, when they ventured out to open seas and found themselves at the mercy of pirates. They took Jackson and all his friends hostage for ransom.
They held them hostage and awaited ransom. However, this process took weeks on end and this tested the patience of the captors and before long they were surrounded by navy and military forces. Outraged, the pirates began executing their prisoners including Jackson and their bodies were thrown to the sea. Luckily for Jackson, he survived his wounds and drowned into the depths slowly.
On the brink of death, he saw a flashing red light coming closer to him. He thought it was another sea creature or Death ready to greet him. But no, it was the Manta Sub. As it took Jackson in, the sub’s medical bay treated his wounds and revived him. It is revealed to Jackson that the original owner of the Manta Sub, Black Manta, had found peace and given up quest. He instructed the Sub to find “a new captain” since the Sub must have a captain. He took the sub back home, in secret of course, he used his wealth and time to pursue a higher education in engineering and repair the contents of the sub including the suit. Feeling guilty for the lost of his friends, he disappeared from his home along with the sub, cut off all times of money and reputation, changed his family name and got a job. He has gone to Coast City’s docks where he believes he can make something good out of himself.
- The Dim, Deep Water [Solo]: Manta investigates a number of illegal shipments coming in and out off Coast City. Within the cargo are components to a possible chemical weapon to be transported to a radical cult living in the city's sewers. - Last Week's Fish [Team-up or JLU mission]: When rumors of Black Manta resurfacing after a long hiatus, Amanda Waller and her newly-formed Suicide Squad has been sent to apprehend Manta regardless of his side on the law. Manta now faces against the original Manta's former ally and friend, King Shark along with other members. - Et Tu, Manta? [JLU Mission: The original Black Manta has resurfaced, or so it would seem. H.I.V.E members have located Manta Subs and Manta Suits around the world and have begun replicating its technology. Once their army of Mantas have been raised, they formed an underwater base of operations. Not much is known but their eyes are set on the magical city of Atlantis.

BRIEF Bio:
Kate had always been a fighter, and there was no question she would follow in her father’s footsteps and join the military, as soon as she came of age. Serving her country was the way to go. All the yelling and strict discipline made her feel right at home, yet she never lost her sense of humor. Life was good and hiding your sexuality wasn’t so bad, when your body was busy doing push-ups.
Then came war…
The first friend Kate ever lost was to a roadside bomb. In 1 second an inferno of fire changed everything, and the feeling of helplessness crept in. Lying with her friend’s blood smeared all over her, Kate realized she wasn’t enough. She had been too laid back. Resting on her talents instead of pushing her limits to the breaking point. She had hidden the fact that she was a lesbian, but no more.
The following years, wars and conflicts hardened Kate more than any man around her. Soon she yelled commands instead of taking them, as she charged into the heart of battle. She never kept track of her medals only her spare time. Vacations meant exploring distant martial arts and mastering new kinds of weaponry. A little incident with an officer, Renee Montoya, blossomed into a relationship. However, that’s also what opened Kate's eyes to the rotten core of Gotham City. Was this really the home she fought so hard to protect? The place her teammates kept dying for? Kate had been fighting on the wrong battlefield.
Only her father could possibly understand. She told him everything, and he told her the solution. He supplied her with weapons, gadgets and a suit that was years beyond any prototype the military was playing around with. And he demanded only one thing: She never questioned where he’d gotten it from. After a few modifications, she donned the symbol of the Bat, as it already instilled fear in the hearts of criminals. But her brutality and means left her unsuitable for the Bat family. Batwoman simply came a bit too close to killing on multiple occasions. Plus a disagreement with the GCPD got a few SWAT office rushed to the hospital.
A few years later true tragedy struck in the city. One night the Joker entered Commissioner Gordon’s apartment. Shot his daughter, Barbara, and tormented him. Though the old man came out sane, Barbara would never walk again, which left her bitter beyond words. No longer could she dream of joining Batman's caped crusade. She secluded herself until one night a certain Batwoman came knocking. She showed her more efficient means were necessary when dealing with super criminals. Barbara had put her trust in the wrong place. They would need to relentlessly carve their way through crime for Gotham to be free. Fueled by hatred, Barbara became Oracle and alongside Batwoman they formed The Birds of Prey. With the crossbow-wielding Huntress and gun-wielding Lady Blackhawk they made sure not to shy away from using weapons. Lots and lots of weapons. After all, bullets fly faster than batarangs… Still, when pulling a trigger, killing sure became harder to avoid.
Story Arcs:
It’s not easy when it’s Green – Batwoman’s own father is running private military operations against gangsters, government, Kryptonians and whoever gets in his way. Recently he has acquired a heavy piece of Kryptonite and plan to weaponize and use it’s potential to make sure no one will stand in his way. (Solo)
Curiosity killed the cat – An alarming amount of top criminals are all chasing a new Catwoman. The cat burglar seem to have in her possession something that can level buildings and much, much more, and it’s up to Batwoman, the Birds of Prey, and whoever they can convince to help them, to get to Catwoman first. (Team-up)
Penguin Returns – Years of ridicule have resulted in people simply no taking the Penguin serious. Meaning everybody have let their guard down when dealing with him. 3 years after his disappearance he has returned to Gotham to do just one thing: kill Cops and display them, all with their hands and feet gnawed off. With the help of Deathstroke, Bronze Tiger and Lady Shiva he’s there to wage war, and what Gotham needs, to counter this, is a soldier and her team. (Team-up)

Honestly this plot sounds like a great opportunity to have me get annoyed at the Titans moving into my territory (and perhaps eventually begrudgingly work with them)
I've done some edits on Manta. Instead of being a reservist, he will start of as a solo character then along the way, maybe a member of the JLU will come looking for me since I am wearing the former terrorist's gear.

Jackson Raymond O’Reily, born from a rich, elitist family, from day one he was spoiled rotten. His father, a industrialist, his mother is a logistics tycoon. He had the whole world on a silver platter and everything he wanted was given to him in a whim.
At college, he went to Ivy league and took engineering just to continue his family legacy of engineers. Once finishing his bachelor’s degree, he took his father’s yacht and went on a cruise around the seas with his friends. Every day was a whole new party from dusk till dawn. They’ve taken their travels to every major port and harbor they could find and party some more. But his fortune would soon turn against him, when they ventured out to open seas and found themselves at the mercy of pirates. They took Jackson and all his friends hostage for ransom.
They held them hostage and awaited ransom. However, this process took weeks on end and this tested the patience of the captors and before long they were surrounded by navy and military forces. Outraged, the pirates began executing their prisoners including Jackson and their bodies were thrown to the sea. Luckily for Jackson, he survived his wounds and drowned into the depths slowly.
On the brink of death, he saw a flashing red light coming closer to him. He thought it was another sea creature or Death ready to greet him. But no, it was the Manta Sub. As it took Jackson in, the sub’s medical bay treated his wounds and revived him. It is revealed to Jackson that the original owner of the Manta Sub, Black Manta, had found peace and given up quest. He instructed the Sub to find “a new captain” since the Sub must have a captain. He took the sub back home, in secret of course, he used his wealth and time to pursue a higher education in engineering and repair the contents of the sub including the suit. Feeling guilty for the lost of his friends, he disappeared from his home along with the sub, cut off all times of money and reputation, changed his family name and got a job. He has gone to Gotham’s docks where he believes he can make something good out of himself.
- The Dim, Deep Water [Solo]: Manta investigates a number of illegal shipments coming in and out off Coast City. Within the cargo are components to a possible chemical weapon to be transported to a radical cult living in the city's sewers. - Last Week's Fish [Team-up or JLU mission]: When rumors of Black Manta resurfacing after a long hiatus, Amanda Waller and her newly-formed Suicide Squad has been sent to apprehend Manta regardless of his side on the law. Manta now faces against the original Manta's former ally and friend, King Shark along with other members. - Et Tu, Manta? [JLU Mission: The original Black Manta has resurfaced, or so it would seem. H.I.V.E members have located Manta Subs and Manta Suits around the world and have begun replicating its technology. Once their army of Mantas have been raised, they formed an underwater base of operations. Not much is known but their eyes are set on the magical city of Atlantis.
