If he's stupid, yes. However, if he has any sense, they're all linked differently, many independant subroutines, with a variety of failsafes. This is a facility for the most dangerous weapons in existence - thinking, breathing weapons of mass destruction. It's going to have heavy security.

So far he's been stupid enough to leave the vents big enough for a lunatic dragon. and give him his gear back (in a few days). but even if they are linked to independant systems. if you put a feed back loop on one of the substations it'll fry most of them.

No, you'd need to hack each substation individually. He could have a subsystem for every ten cameras, with one-way encryption that would prevent them from being hacked from the larger subroutines. Furthermore, one would need a connection in the first place to hack the cameras. They'll all be on closed systems, which means someone would have to find the control hub for each substation and connect to it directly.
